The primary purpose of this position is to develop and implements policy guidance and oversee compliance programs conducted by central nonprofit agencies (CNAs) as required by the Commission covering more than 400 nonprofit agencies located in all 50 states, the District of Columbia, Guam, and Puerto Rico.

Duties performed:

  • Monitor and assess CNA's implementation of AbilityOne compliance programs and the determination(s) of nonprofit agency qualification for AbilityOne Program participation based on annual performance reports, inspections, and other assessments. Conduct audits, data collection and analysis, and other methods of evaluating the effectiveness and reliability of the CNAs' programs.
  • Oversee the research, definition, development of policy, and issuance of best practices for career development activities that include providing job individualization for new and existing AbilityOne employees, providing annual employee career planning to each AbilityOne employee, and implementing a Career Advancement Program that meets or exceeds the Commission's policy requirements.
  • Propose new or amended changes in programs and policies to implement the Commission's strategic direction and guidance related to a wide variety of compliance issues; conduct briefings to gain support for proposed program initiatives and outcomes.
  • Manage a staff of compliance specialists, workforce development specialists, and program data analysts through team leaders and/or a Deputy Director.
  • As needed, travel to meetings and/or participates in virtual meetings with program participants to address issues, resolve problems, and explain Commission requirements.

Qualifications

Specialized Experience:

GS-15:
Applicant must have at least one full year of specialized experience comparable in scope and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing the following duties:

  • Reviewing a statutory, regulatory, and/or policy compliance program to ensure requirements are met;
  • Evaluating policies for a workforce development or career development program to support individuals who are blind or significantly disabled;
  • Assessing a third party program's procedures to ensure compliance with federal statutes and regulations including labor and employment laws; and
  • Assigning work to subordinates and/or arranging staff training for professional development.
