Summary

As a Management and Program Analyst, you will analyze, evaluate, and improve the efficiency of internal administrative operations, organizations, and management and plans, analyzes, and evaluates the effectiveness of program operations.

Location of position: General Services Administration (GSA), Federal Acquisition Service, Technology Transformation Services (TTS), Office of TTS  Delivery.

Duties

Help

  • Develops, selects, adapts, and employs qualitative and quantitative methods, procedures and systems for assessing efficiency and effectiveness of assigned program area.
  • Uses qualitative and quantitative methods to assess progress and ensure the accomplishment of program goals and objectives vital to the success of the organization. Executes the synthesis of complex data and information across sources, extracting significance and/or actionable data; considers issues such as the information needs, interests, and level of detail needed to satisfy a wide variety of user requirements.
  • Provides expert analysis and evaluation taking into full consideration complex legislative, programmatic and management issues and problems. Designs and conducts time sensitive analytical and evaluative studies related to program area.
  • Reviews and evaluates established and proposed policies and procedures to determine impact. Analyzes recurring business metrics to identify risks and anomalies. Formulates and evaluates possible courses of action for resolving complex issues; draws conclusions based on relevant facts; and, recommends well thought out solutions based on studies and other relevant data.
  • Advises and consults with managers and program officials on management or program-related policies and procedures. Determines level of efficiency and effectiveness and makes recommendations on whether to retain, modify or eliminate management policies, legislation, regulations, procedures, goals, or objectives.
  • Identifies and analyzes issues, problems, and challenges relating to efficiency and effectiveness facing the internal and external program environment; overlaps in management support services and/or the need for consolidated functions; and/or developing or modifying procedures for carrying out functions within program office, GSA, and government wide stakeholders.

The  GS-13 salary range starts at $103,409 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.

Specialized experience: is experience analyzing and measuring the effectiveness, efficiency and productivity of administrative or technical programs; applying the principles of performance measurement to develop and implement metrics that assess project and program success; evaluating organizational strategies and corresponding strategic objectives for feasibility, consistency, and impact; using qualitative information and quantitative data to conduct studies, analyze results and make recommendations on  programs and initiatives; communicating technical information and key findings through oral briefings, written reports, and data visualizations.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.

  • Knowledge to analyze and evaluate the efficiency and effectiveness of programs; select appropriate qualitative and quantitative techniques for a specific situation; and develop and apply new approaches for conducting complex comprehensive studies which deal with issues affecting the improvement of management processes, systems, and the delivery of programs.
  • Expert knowledge of statistical analysis software (such as SAS, SPSS, Stata, etc.) and data visualization tools (such as Tableau, QlikView, Birst, and/or Crystal Reports) to provide actionable information or facilitate the exchange of information of analytic results.
  • Knowledge of management analysis, evaluation principles and practices of the organization to analyze and evaluate the efficiency and effectiveness of management practices; select appropriate qualitative and quantitative techniques for a specific situation; and develop and apply new approaches for conducting complex, comprehensive studies that address issues affecting the organization’s ability to accomplish its mission.      
  • Expert knowledge of pertinent laws, regulations, and policies related to program/operations area to consider their impact on policy/programs and/or the ability to apply it to address management objectives and/or organizational goals.
  • Skill in collaborating with stakeholders and partners in order to facilitate high level conversations, negotiate issues and to convey program office messages, priorities and commitments through a variety of methods and media communicating recommendations and briefing on findings with persons of different backgrounds and opinions.
  • Expert advanced technical, functional knowledge of agency program goals and objectives, the sequence and timing of key program events and milestones sufficient to assess the effectiveness of organizational and administrative operations against best practices and make recommendations.
  • Expert skills in written communication to prepare complex reports, to prepare administrative documents, policies, and procedures.
  • Skill in verbal communication in order to provide authoritative advice and guidance to: influence managers, Federal stakeholders and other officials to adopt and implement recommendations.
