Summary

As a Management and Program Analyst, you will serve as a senior program analyst to ITC management, and is responsible for providing expert analysis on a variety of subject matters.


Location of position:

Duties

Help

  • Provides expert analysis on a variety of subject matters, initiating and leading projects involving the evaluation of ITC programs, supporting worldwide program activities and lines of business, developing and coordinating strategic marketing and communications plans.
  • Conducts complex analytical studies that are of special interest to specific functional activities or programs, and participates in unusual, controversial and sometimes highly sensitive aspects of the program.
  • Applies a wide range of quantitative and/or qualitative methods to assess and improve program effectiveness and/or complex management processes, projects and systems.
  • Provides training to customers on GSA and industry policies, practices and procedures that may impact agency operations.
  • Uses business management tools and plans and participates in various research related activities to identify custom preferences, attitudes, needs and impressions of current offerings to identify additional business opportunities and to enhance ITC solutions
  • Develops long range plans and recommendations to meet organizational goals, objectives and adapt to changing needs.

The GS-14 salary will be determined based upon duty location.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. 

Specialized Experience: Specialized experience is described as work involving the following:

  • Analyzing or utilizing business intelligence systems;
  • Identifying, analyzing, and summarizing program data;
  • Implementing regulations, policy, procedures or other program criteria;
  • Leading teams;
  • Presenting oral and written review results to upper management;
  • Improving program effectiveness through qualitative and/or quantitative methods; and
  • Serving as a liaison to internal and external stakeholders.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered. 

  • Mastery of program analysis, management and evaluation methodologies, including the organizational theories and research principles necessary to perform broad, far-reaching studies impacting portfolio and agency operations.
  • Expert knowledge of evaluative and analytical methods to assess operational processes in organizations to identify, analyze and recommend solutions to problems in organizational structure, staffing, work processes and workload distribution.
  • Knowledge of and the ability to evaluate program compliance in accordance with federal information resource management principles, practices and related laws, regulations, policies, and procedures.
  • Skill in providing technical leadership, managing projects and providing guidance to other professionals, government employees and contractors, engaged in planning and conducting studies and analyses, and developing recommendations affecting current and future ITC solutions and offerings.
  • In-depth knowledge of agency, customer and industry organizations, programs, mission and functions in order to apply analytical and evaluative methods to issues concerning the efficiency and effectiveness or programs operations or functions.
  • Ability to identify problem areas, conduct extensive research, evaluate complex technical data, and make decisions or recommendations of a highly critical nature.
  • Comprehensive analytical skills to apply a wide range of qualitative and quantitative techniques and methods to analyze the effectiveness and efficiency of programs, specifically agency goals and objectives and issues relevant to strategic planning initiatives and improvement of programs.
  • Skill in interpersonal relations and in written and oral communications required to explain and negotiate requirements and/or implementation of program initiatives; to articulate positions/policy of technical complexity and to represent the agency on task forces to present findings and conduct formal meetings in a concise and professional manner.
  • Mastery of advanced management and organizational principles and practices along with a comprehensive knowledge of program planning and budgeting regulations, guidelines and processes.
