The primary function of this position is to serve as National Import Specialist Assistant (NISA) to assist/support the National
Import Specialist (NIS) to assist/support other Import Specialists in providing authoritative information and advice to CBP employees, the international trade community and the general public. This position starts at a salary of$102,163.00 (GS-12, Step 1) to $132,807.00 (GS-12, Step 10)

Typical work assignments include:

  • Performing as an assistant to the National Import Specialists (NIS) who are responsible for all classification functions related to an assigned line of merchandise consisting of either a considerable range of commodities with all items falling under various tariff schedules and appendixes, or a narrow line of merchandise characterized by a great diversity of individual items, grades, qualities, and sources.
  • Preparing comments and opinions on Requests for Internal Advice, Protests for Further Review, and other matters related to classification, value and admissibility within an assigned line of merchandise.
  • Coordinating with a NIS, oversees CBP field officers' administration of trade programs such as quota, orderly marking agreements, the Generalized System of Preferences (GSP), and other types of programs covered by international agreements, conventions or special reporting procedures.

Qualifications

Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Developing tariff-related national cargo selectivity criteria under the Harmonized Tariff Schedules of the United States and reviewing criteria to ensure the data remains current and supportable.
  • Determining risk factors for all commodities in order to determine which items warrant review;
  • Preparing binding rulings for importers and other interested persons dealing with classification, marking, country of origin, Free Trade Agreements and other special trade programs and interviewing importers.
  • Examining records to obtain information concerning transactions on items of merchandise and to verify the integrity of documents and requests that they secure information from foreign suppliers.

Background Investigation: U.S. Customs and Border Protection (CBP) is a federal law enforcement agency that requires all applicants to undergo a thorough background investigation prior to employment in order to promote the agency's core values of vigilance, service to country, and integrity. Polygraph Examination: CBP has the authority to conduct a polygraph for the Import Specialist position, however, at this time a polygraph is not a pre-employment requirement. Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
  • Working for the U.S. Government as a federal civilian or as a member of the military
  • A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
  • Participation in a study abroad program sponsored by a U.S. affiliated college or university
  • Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.

Training: This position has a training requirement. Selectee(s) are required to attend and successfully complete 7 weeks of paid training at the CBP Trade and Cargo Training Academy, Charleston, SC. You may be required to successfully complete the training requirement as a condition of employment. Failure to successfully complete the required course(s) of training in accordance with CBP standards and policies will result in placement into either a former or different position, demotion, or separation as determined by management and appropriate procedures.

This self-assessment will be used to assess the following competencies or KSAs:
  • Knowledge of the Harmonized Tariff Schedule of the United States, with extensive knowledge of the concepts, principles, laws, and regulations that apply to classification and appraisement of imported merchandise, international trade agreements, and other agency requirements for admissibility of commodities into the United States. This knowledge is used to give expert advice to personnel, to members of the importing community, and to the general public.
  • Knowledge of, and skill in applying, a wide range of complex inspection and compliance principles, concepts, and practices to collect and confirm information from a variety of sources and methods, such as judicial rulings, prior reports of classification, or legal precedents in order to correctly make classification or related decisions.
  • Ability to analyze difficult trade issues and identify alternative courses of action, modify standard trade procedures and terms to satisfy specialized requirements, and solve a variety of trade problems, including those requiring significant departures from previous approaches.
  • Ability to communicate orally and in writing sufficient to effectively present and explain findings, justify recommendations and respond to individuals.
