This position is assigned to the Defense Nuclear Facilities Safety Board (DNFSB), Office of the Executive Director of Operations. The incumbent is responsible for oversight of a Civil Rights, EEO, and Diversity program that includes employee engagement related to diversity, equity, inclusion and accessibility (DEIA), special emphasis, mentoring, alternative dispute resolution, the No FEAR Act, informal and formal EEO complaints, to include investigations, final agency decisions and appeals.

Duties

Help

  • The Civil Rights Director provides leadership and ensures management and employee awareness of all civil rights laws, regulations, and executive orders, in addition to creating training programs to enhance the progression and effectiveness of all employees.
  • Ensures compliance with all civil rights laws, regulations, and executive orders governing Federal Government programs supporting the Board’s mission. Responsible for implementing executive policies and programs relating to dispute resolution, discrimination complaints processing, the No FEAR Act, and workplace diversity awareness.
  • Ensures organizational access, exchange, and management of information to all serviced components in the sharing of valuable program support and direction. Directs the management of the EEO complaints program servicing all agency employees, contractors, employment applicants, and former employees.
  • Oversees support for EEO counselors, mediators, and investigators, to include contract and/interagency agreement management, in compliance with agency processes and directives.
  • Directs internal reviews of the EEO complaint process to ensure that complaints are processed timely and in compliance with Equal Employment Opportunity Commission (EEOC) regulations.
  • Coordinates with the Office of the General Counsel and the Division of Human Resources and management officials throughout the DNFSB to ensure necessary EEO support is provided. 
  • Ensures that innovative approaches and methods are being applied to resolve complex and controversial types of complaints.
  • The Civil Rights Director is involved in internal reviews of the reasonable accommodation process to ensures all agency and federal requirements are followed within timelines.
  • The Civil Rights Director is responsible for (1) federal reporting requirements in an accurate and timely fashion, (2) agency training and (3) development and implementation of agency directives, operating procedures and policy statements related to the No FEAR Act, MD-715 Model EEO Program, 462 Statistic, alternative dispute resolution, EEO and DEIA.
  • The Civil Rights Director performs regular program evaluation of the progress and effectiveness of the overall program, and through a variety of program efforts, assesses the workforce relative to employment/promotion opportunity barriers.
  • The Civil Rights Director participates in agency strategic planning. Establishes goals and objectives to resolve systemic problems, and increases awareness of the rules, procedures, intent, and spirit of the EEO Program.
  • The Civil Rights Director recommends changes to DNFSB policies on personnel, EEO, and other pertinent subjects that promote improved employment opportunities for all underrepresented groups and accomplish compliance with the spirit and intent of the agency's EEO goals and objectives.
  • The Civil Rights Director implements the Notification and Federal Anti-Discrimination and Retaliation Act (10/1/03) (No FEAR Act) and is responsible for agency reporting for violations of anti-discrimination and whistleblower protection laws.
  • The Civil Rights Director serves as a technical advisor to the Board and Executive Director of Operations and provides consulting services to Board officials at all levels, providing leadership and guidance in EEO and DEIA matters.
  • The Civil Rights Director is responsible for EEO and DEIA program development, costs, and budget and supervision of personnel assigned EEO and DEIA responsibilities in conformance with agency processes and best practices.
  • The Civil Rights Director plans work to be accomplished by subordinate personnel, provides guidance and direction, and evaluates the performance of staff members.
  • The Civil Rights Director promotes career development, initiates action for promotion, reassignment, etc., and resolves complaints and grievances.
  • Performs other duties as assigned.

Qualifications

This position is in the Office of the Executive Director of Operations for the Defense Nuclear Facilities Safety Board (Board). The incumbent serves as the Director of Civil Rights and Diversity, reporting directly to the Office of the Executive Director of Operations. The Director of Civil Rights is responsible for directing and integrating the application of the Civil Rights Act of 1964, as amended, as well as other Federal discrimination laws, policies, and Executive Orders that are aimed at preventing and combating discrimination and advancing equity, ensuring that the rights of employees and applicants are protected, and that the agency promotes proactive Equal Employment Opportunity (EEO) and diversity programs. Pursuant to 29 CFR 1614.102(b)(4), the incumbent serves as the Equal Employment Opportunity Director. 

To qualify for the GS-15, candidates must possess one year (52 weeks) specialized experience at the next lower grade level (GS-14 or equivalent).  Specialized experience includes all of the following job requirements described below.  (Candidates must demonstrate the criteria in their resume.  Failure to do so will result in no qualified determination).

1)         Knowledge and demonstrated experience leading enforcement of EEO Title VII and other relate Civil Rights regulations for federal programs.

2)         Knowledge and demonstrated experience developing federal diversity programs and evaluations for an organization.

3)         Experience in conflict management.

4)         Written and oral presentation skills.

5)         Ability to develop organization policy, directives, operating procedures.

6)         Demonstrated leadership skills.
