Summary

This position is located in the Bureau of the Comptroller and Global Financial Services, Global Compensation Directorate (CGFS/GC). This office is responsible for managing a highly complex compensation environment, including payroll, benefits, record keeping/reporting, annuity payments & retirement account management for all Department of State employees & retirees. The incumbent will support one of the following Global Compensation functional areas: Pay Processing, Pay Systems, & Pay Support.

Duties

Help
  • Serves as a compensation operations subject matter expert (SME). Assists supervisor with preparation of source information for updates to the quality management system, work instructions and reference documents.
  • Assists supervisor with issues related to internal agency operating programs and provides training on the processes to ensure the necessary coordination on financial transactions among the components of the Department’s financial network.
  • Reviews and oversees internal controls, reports, and reconciliation of accounts and associated subsidiary records. Analyzes program work and assists with development and implementation of guidelines, standards and procedures.
  • Identifies, considers and resolves a variety of financial and payroll policy issues, questions and problems related to the agency financial payroll management program.
  • Communicates with colleagues, management and contacts outside of the agency to gather, analyze, and compile financial data to provide financial advisory services and to convey financial information in written forms such as cost and payment reports.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement.

Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience analyzing statutes, regulations, and policies to evaluate financial management program operations.
  • Experience providing payroll and compensation services for an office or organization, to include the calculation of pay changes and updates to customer accounts. 
  • Experience advising management and customers, both orally and in writing, on the resolution of payroll-related issues.

There is no substitute of education for specialized experience for the GS-12 position.
