At the GS-12 full performance level, duties include:
Develops recommendations and advice on sensitive or confidential financial matters that will impact the interpretation or development of financial policies and programs. Develops, issues, and maintains appropriate policies and procedures.
Conducts special studies and analytical assignments to analyze, evaluate, monitor and improve financial operations.
Researches and applies a range of qualitative and/or quantitative methods to identify, analyze and improve the effectiveness and efficiency of work processes.
Reviews financial systems (including sensitive or confidential financial systems) to ensure accuracy and correctness, as well as conformance with requirements and adherence to financial policies and procedures.
Supports the development, maintenance and enhancement of new and existing financial systems. Manages access to financial systems owned by external agencies or contractors.
Coordinates sensitive financial matters across agency components and with internal and external stakeholders.
Coordinates and participates in audits, and/or related internal control activities to ensure the agency is in compliance with prevailing laws, regulations, guidance and other matters.

Qualifications
MINIMUM QUALIFICATIONS:
To qualify for this GS-11 Financial Management Analyst position you must demonstrate:
(1) at least 52 weeks of Specialized Experience OR
(2) Optional Education OR
(3) A combination of Specialized Experience and Optional Education
(1) SPECIALIZED EXPERIENCE must have been gainedin a federal position at or above GS-09 OR (if your position/experience is in another federal pay scale OR outside of federal service) by performing duties at a level equivalent to GS-09.
SPECIALIZED EXPERIENCE is administrative work, financial in nature, that primarily consists of interpreting and applying fiscal, financial, accounting or budgetary policies and procedures in the execution of business operations.

Such education must demonstrate the knowledge, skills and abilities necessary to do the work.
(3)COMBINATION: Applicants without the full amount of Specialized Experience or the full amount of Optional Education can meet Minimum Qualifications with a combination of Specialized Experience and qualifying graduate-level education. (Only graduate education beyond the second academic year can be considered when combining education and experience.) This is the most difficult option to demonstrate - if you meet the requirement in another way, use that instead.

INFORMATION ABOUT THIS CAREER-LADDER POSITION
This is an advanced developmental position leading to the GS-12 full performance level.
Assignments are developmental in nature; trainees work under the general direction of the designated supervisor, who sets overall objectives and deadlines.
The supervisor or higher-graded analyst provides general instructions on new assignments, furnishes advice and guidance and is available to answer questions and assist in solving problems.
Assignments in this position are not as broad and/or inclusive as assignments in the full performance position. Duties generally require the trainee to keep abreast of daily operations and the status of various projects; work requires the application of standard communications and analytical techniques.
Consideration for promotion is at the discretion of management and is based on the existence of higher-level work, your ability to perform that work, administrative requirements and current agency and/or organizational restrictions.
Successful performance of work in this position and adherence to these conditions will be assessed during the 1-year probationary period that may be served by new appointees.
