Duties

Help

You will become a valuable part of the Coast Guard's (CG) Civil Rights team as the technical expert on all aspects of the CG’s Equal Employment Opportunity (EEO) discrimination complaints and alternative dispute resolution processes, responsible for recommending, implementing, measuring the effectiveness of the Coast Guard’s processes and procedures.

Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:

  • Serving as the program Formal Complaints Manager, managing the Agency Formal complaints, conflict of interest cases and providing training for field personnel on the use of the systems.
  • Providing specialized management for DHS complaint database, CG tracking spreadsheets, complaint files, researching and reconciling discrepancies with case files.
  • Serving as the point of contact for investigations, hearings and Final Agency Actions, and other formal complaint inquiries.
  • Reviewing formal files for accuracy, compliance, and preparing monthly, quarterly, and yearly complaint activity report.
  • Reviewing and preparing amendments acceptance/dismissal letters and reviewing all correspondence related to formal discrimination complaints.
  • Advising and assisting managers, supervisors, committees, employees, and applicants on procedural EEO and Military Equal Opportunity (civilian and military) program issues.
  • Recommending changes to CG program requirements to enhance EEO program effectiveness, correct deficiencies, and ensure compliance.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. At the GS-13 level: Applicants must have at least one year of specialized experience equivalent to the GS-12 level in the federal service. Specialized experience must include:

  • Interpreting and applying Federal EEO regulations, statutes, executive orders, court decisions, and dispute resolution processes.
  • Administering the formal discrimination complaint process.
  • Ensuring compliance with EEO statutes, regulations, and case law.
  • Developing oral briefings and training sessions on equal employment programs, plans, and goals.

A Quality Ranking Factor (QFR) is job related skills, knowledge, or abilities that are expected to significantly enhance performance—but are not essential and applicants will not be ranked ineligible for not having a (or the) quality ranking factor(s).

Quality Factor: Experience working with federal civil rights statutes and program requirements, Contracting Officer Representative (COR) experienced preferred but not required.

NOTE: Education can/cannot be substituted for experience at this grade level.
