Duties

Serving as a IT Specialist (Systems Administration/Network Services) GS-2210-11 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Information Technology Infrastructure (ITI) Branch, IT Operations and Support Division (OSD), under the Chief Information Officer (CIO) Directorate, and located in Glynco, Georgia.

The primary purpose of this position is responsible for the management, operation, and administration of telecommunication and data-communication networks supporting FLETC-Glynco, GA; FLETC-Washington Office; FLETC-Artesia, NM; FLETC-Charleston, SC; and FLETC-Cheltenham, MD. Typical duties include:

  • Coordinating with Partner Organizations (PO), the CIO IT Network Lead, and the Circuit Management Lead for the installation of non-component data circuits and to provide ISP and OSP fiber optic and copper cabling pathways to extend PO networks as necessary
  • Provides technical and administrative support for the component's enterprise ISP and OSP fiber optic and copper cabling systems, and for the prompt and accurate identification, notification, diagnoses, and resolution of problems that may affect the reliability, integrity, or availability of the component's enterprise ISP and OSP infrastructure.
  • Coordination of cabling system repairs and performs management notification for unanticipated outages.
  • Serves as the primary Information Technology member on new construction and renovation integrated project teams (IPT).
  • Ensure that appropriate Service-Level Agreements (SLAs) and underpinning contracts have been defined that clearly set out for the customer a description of the service and the measure for monitoring the service.

The Selective Placement Factor (SPF) for this position is: In order to be considered for this position you must possess and maintain Federal Acquisition Certification - Contracting Officer Representative (FAC-C) Level I certification; or have the requisite experience to obtain certification. Must be able to obtain and maintain FAC-C Level II certification.

In addition to the selective placement factor, you must possess one of the following.

One year of specialized experience, equivalent to the GS-09 grade level in Federal service, documenting, installing, testing, operating, performing, and problem resolution of all Inside Cable Plant (ISP) and Outside Cable Plant (OSP) fiber optic and copper cabling systems AND the planning, coordinating, documenting; and installation of information technology support for new construction and renovation project requirements. OR

A Ph.D. or an equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.; OR

Three full years of higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or provided 24 semester hours in one or more of the fields identified above and required the development of adaptation of applications, systems or networks.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.

Physical Demands: The work is primarily sedentary. Some work may require walking and standing in conjunction with travel and attending meetings and conferences away from the work site. The position may frequently be involved in the design, installation, and maintenance of all types of network operating systems and network applications and services hardware and software. The position may be exposed to high noise and cold temperatures in the telecommunications and data communication facilities. The position may need to lift occasionally and carry EIT weighing up to 50 pounds.

Work Environment: Most of the work is performed in an office setting. The position must be able to visit on-site and off-site locations to install and maintain the network operating system and network application hardware, components, and software. Working hours are within the typical workday, however, installation, maintenance, upgrades, and troubleshooting may require overtime or weekend support. Temperatures in computer and network communications facilities are controlled to accommodate the hardware and might necessitate exposure to uncomfortable conditions. The work area involves everyday risks or discomfort that require normal safety precautions.

Attention to Detail, Customer Service, and Problem Solving

The first assessment will consist of skilled-based questions designed to evaluate the degree to which you possess the skills needed to perform the duties of the positions being filled. These questions are scored, and you must score at least 85 out of 100 points in order to be evaluated in the second assessment.

The second assessment will be a Subject Matter Expert Question and Answer (SME Q&A) session. The SME Q&A session is not an interview. Applicants who score a minimum of 85 on the assessment questionnaire will be asked to participate. This session will be used to further assess an applicant's technical proficiency as it relates to the position.   3. Qualified: Applicants possessing experience that meets the minimum qualifications of the position and demonstrate basic proficiency in most of the critical competencies, including all SPFs and appropriate QRFs as determined by the job analysis.
