Duties

Help
  • You will provide comprehensive EEO counseling to determine potential informal and formal EEO complaints.
  • You will track program complaints, prepare formal correspondence and meet reporting requirements.
  • You will analyze complaints to determine if allegations meet EEO regulations.
  • You will write acceptance/dismissal decisions and other correspondence.
  • You will apply and interpret EEO laws, regulations, executive orders, court decisions and case precedent related to the Federal Equal Opportunity Employment Program.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will have access to information requiring protection under the privacy act of 1974 and to DoD and DON systems with ability to access and/or impact sensitive data. Work involves duties requiring confidence and trust.
  • Occasional travel away from normal duty station is a requirement of the position.

Qualifications

GS-09:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience, knowledge and skill in writing EEO Counselor reports for complaints of discrimination.
  • Experience and thorough skill and knowledge in counseling and training employees on their rights and responsibilities.
  • Experience and ability to resolve complaints at the lowest level possible.
  • Experience, knowledge, skills, and ability to update various EEO software programs in an accurate, timely, and effective manner.
  • Experience recommending corrective or other appropriate actions to solve complex problems related to Equal Employment Opportunity program.

GS-07:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience, knowledge and skill in writing EEO Counselor reports for complaints of discrimination.
  • Experience and thorough skill and knowledge in counseling and training employees on their rights and responsibilities.
  • Experience and ability to resolve complaints at the lowest level possible.
  • Experience, knowledge, skills, and ability to update various EEO software programs in an accurate, timely, and effective manner.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-09:
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to such a master's degree.
OR
Possession of an LL.B. or J.D. that is related to this position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience.

GS-07:
Successful completion of one full year of graduate level education
OR
Successfully completed a bachelor's degree with superior academic achievement.
OR
A combination of experience and education as described above that equates to one year of experience.
