Duties

Help
  • Serves as a technical advisor within the state for all aspects of EEO, civil rights, and affirmative employment programs.
  • Develops, directs, and evaluates EEO programs affecting employees, veterans, and clients on the bases of race, color, religion, national origin, sex, age, and disability.
  • Incorporates national guidance into EEO and civil rights programs such as Federal Equal Opportunity Recruitment, Disabled Veterans Affirmative Action, Special Emphasis Programs and many more.
  • Manages the states pre-complaint counseling program and alternative dispute resolution (ADR) programs in accordance with EEO regulations and policies.
  • Provides expert technical advice and recommends course of action on complaints of discrimination.
  • Advises and consults with senior leadership regarding development, design, and focus on national polices and programs under the authority of existing EEO and civil rights laws, regulations, and Executive Orders.
  • Manages the state’s Affirmative Employment Program (AEP) that addresses barriers in recruitment, hiring, advancement, and retention of targeted groups.
  • Develops good working relationships with special interest groups to include public and private groups, universities, minority and women’s organizations department components, other federal agencies, and state and local government.
  • Supervises branch staff which may include: training, and motivating employees; assigning, tracking, and evaluating employee performance; hearing grievances and complaints; acting upon disciplinary actions, consulting, and approving training needs.

Qualifications

You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: Experience establishing, organizing, directing, an Equal Employment Opportunity (EEO) Office. Managing and coordinating special emphasis programs to identify and eliminate barriers to equal employment opportunities of underrepresented groups. Advising management officials on the application of equal employment opportunity (EEO) program requirements and developing strategic initiatives and recommendations for senior leaders. Analyzing statistical data and drafting reports. Processing informal and formal complaints. Overseeing an Alternative Dispute Resolution (ADR) program. Negotiating settlements and preparing for court cases. Applying effective written and verbal communication skills to present moderately complex and interrelated concepts and information clearly and concisely.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

Physical Demands: Work is sedentary in nature but may require some standing or walking. Travel may be required in connection to the implementation of program responsibilities.

Work Environment: Work is generally performed in an office setting. Site visits may be required.

Tax Law Impact for PCS: Moving expenses reimbursement is a taxable benefit. However, the Federal Travel Regulation 18-05 issued by General Services Administration has authorized agencies to use the Withholding Tax Allowance and Relocation Income Tax Allowance to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
