How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A multi-step process is used to evaluate and refer applicants:

1. Minimum requirements: A minimum qualifications screening will be conducted by Executive Services. Applications will be evaluated based on the quality and extent of accomplishments and experience related to the Mandatory Technical Qualifications (MTQs). This information will be obtained from the application and narrative statements. The narrative statements allow the applicant to describe their background to the position's specific requirements. Failure to provide specific information in each of the narrative statements will result in an applicant receiving a lower rating or disqualification. Minimally Qualified candidates will be referred if all required supporting documentation has been provided to the rating and ranking panel members. Please make sure you answer all questions and follow all instructions carefully. Errors or omissions may affect your evaluation.

2. Rating and Ranking: Eligible applicants will be evaluated by a screening panel composed of a diverse mix of senior executives selected for organizational and/or functional backgrounds relevant to this position. The panel of subject matter experts will review your application and evaluate your qualifications for this position based on the information in your application. Your application will be rated based on the extent and quality of your experience, education, and training relevant to the duties of this position. You are being evaluated under the category rating method. If you are determined to be qualified, you will be placed into the 'Best Qualified,' 'Well Qualified,' or 'Qualified' categories. The panel discusses each application and reaches a consensus on the 'Best Qualified,' 'Well Qualified,' or 'Qualified' candidates.

3. Referral: Only the individuals in the Best Qualified category will be referred to the Hiring Manager/Selection Official for consideration and possible interview. The DHS Executive Resources Board (ERB) will review results and make recommendations on final selections to the appointing authority, where final interviews and reference checks may occur. All information concerning qualifications is subject to investigation. You should expect that we will verify performance, suitability, and security information and consider that information in making employment offers. A false representation may be grounds for non-consideration, non-selection, and/or appropriate disciplinary action.

The Category Rating Process does not add veterans' preference points or apply the "rule of three" but protects the rights of veterans by placing them ahead of non-preference eligibles within each quality category. Veterans' preference eligibles who meet the minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent will be listed in the highest quality category (except in the case of scientific or professional positions at the GS-09 level or higher).
