Help

  • Senior project manager with responsibility for overall project management of prospectus level or equally or precedent setting projects.
  • Oversee the project management of the most complex building and/or leasing projects from the preliminary planning stage through the design, construction, equipment installation, and check-out stage.
  • Identify, manage, integrate and/or adapt resources to achieve project goals while effectively managing scope, schedule, and budget for assigned projects. 
  • Determine project risk and assess project activities and resources to mitigate risk on behalf of the government.
  • Manage all aspects of the project’s finances with the client including preparation, negotiation, presentation, approval, and communication of pricing, occupancy agreements, reimbursable work authorizations, and project budget.
  • Provide leadership and direction to a wide range of representatives from within and outside the Federal sector.
  • Brief key leadership on costs, impact, feasibility, alternatives, issues, recommendations and status of project development and implementation.

The GS-13 salary range starts at $117,962 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. 

Specialized experience is experience utilizing project management practices and tools to simultaneously manage multiple complex and high-risk construction and/or repair and alteration projects in a real estate environment. This experience must include Managing complex projects (balancing scope/quality, schedule, budget, and risk) requiring the services of multiple disciplines (i.e., construction, design, IT, telecommunications, interior furnishings, etc.) from project initiation phase through financial closeout; Interpreting multi-level customer needs and developing them into actionable requirements; Developing, managing, and balancing project plans, budgets, and schedules, including assessing risk and developing appropriate mitigation strategies; Managing multiple stakeholders by developing relationship strategies; Applying procurement knowledge and experience to manage contracts supporting assigned projects; and negotiating sound real estate business transactions.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  1. Knowledge of the business elements of projects and in effectively achieving agency’s mission and goals, using industry methodologies.
  2. Ability to direct complex projects requiring application of advanced analytical, statistical, and project management methods and techniques.
  3. Skill in assessment and evaluation techniques, cost/benefit analysis, acquisition planning, risk management, knowledge management, and forecasting.
  4. Ability to communicate both orally and in writing.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
