This position is part of the Energy Information Administration, Department of Energy. As a Supervisory Operations Research Analyst, you will provide team leadership, expert analysis, and technically authoritative guidance to originate and perform mathematical, statistical, economic, and/or other analytic projects pertaining to the energy sector, an energy sub-sector, scientific research, and/or national security, and to maintain and enhance models for use in simulation studies.

As a Supervisory Operations Research Analyst, you will:

  • Serve as project lead, technical expert, and senior advisor to Energy Information Administration (EIA) executives.
  • Analyze effects of different policies and policy options and advises EIA and Department of Energy (DOE) senior executives of positive and negative effects of those different policies and policy options.
  • Evaluate the impact of new technologies, systems, innovations, and policies to generate ideas and recommend ways to enhance the effectiveness of operations research tools, techniques and scenarios used in current and future projects.
  • Develop new methods and approaches to serve as guidelines for other Analysts to follow.
  • Serve as a full supervisor for a team, assigning and reviewing work daily, weekly, and/or monthly to include planning work to be accomplished by subordinate employees.

  • First time supervisors will be required to serve a 1-year probationary period.
  • A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
  • Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.

Qualifications

BASIC REQUIREMENT:

Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

In addition to meeting the education requirement above, you must also meet the experience requirement below.

SPECIALIZED EXPERIENCE REQUIREMENTS:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) in the Federal service. Specialized experience for this position is defined as meeting 3 of the 4 following:

  1. Overseeing projects or studies performed by other analysts.
  2. Briefing senior management on the progress and conclusions of research studies.
  3. Writing or presenting technical reports based on research findings.
  4. Leading multiple operations research projects within the organization.
Education cannot be substituted for experience at the GS-15 grade level.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position is announced under a government-wide Direct-Hire Authority (DHA) for Supervisory Operations Research Analyst positions in the 1515 series. Under the DHA, applicants who meet the Education and Qualification requirements listed in this announcement will be referred for consideration. Veteran's Preference, category rating, and traditional rating and ranking of applicants do not apply under the DHA process.

Appointments made under the DHA are processed as "new" appointments. Current Federal employees may be required to serve a new probationary period (5 CFR 315.802(b).
