Duties

Help

  • Provide support and assistance to Senior Equipment Specialists ensuring proper operation, care, servicing and repair of building systems and equipment in GSA owned and operated buildings under lease. Assist customer service centers in maintenance management program goals.
  • Assist in the evaluation of the validity of nationwide maintenance policies and programs utilizing the National Computerized Maintenance Management System (NCMMS) or similar systems.
  • Collaborate with others to coordinate performance profile surveys, equipment inspections, technical troubleshooting, maintenance evaluation, and workload analyses. Recommend procedure, and system improvement to reduce costs. Perform routine analyses and recommend basic cost proposals for systems and equipment. Facilitate work and provide assistance in the development of Independent Government Estimates (IGESs) and Scopes of Work (SOW) related to HV AC and other related building systems.
  • Assist in the development of short and long-range plans for program goals and objectives involving changing policies and procedures and limited resources.  Gather data and coordinate activities to ensure the implementation of special program modifications within Regional Office facilities. Assist in inspecting and troubleshooting installed HV AC and other mechanical systems and equipment in Federal facilities.
  • Assist in coordinating and facilitating ongoing 15% programs for the evaluation of regional energy and maintenance management procedures. Inspect building systems and components to ensure that equipment and systems are in sound/stable condition and capable of operating at specific performance levels.

  • Have a valid driver's license.
  • Perform work inside and outside and in dirty, greasy, and noisy conditions. You will be exposed to hazards of electrical shock, burns, cuts, bruises, dust, and other injuries. You may be required to undergo a medical examination before you start work because of these conditions.

The GS-11 salary range starts at $82,764 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-09 level or higher in the Federal service. Specialized experience is experience reviewing and applying technical specifications and requirements; analyzing equipment and forecasting spare parts requirements; preparing statements of work and serving as the contractor representative to ensure compliance with contracts; analyzing contract specifications and determining if they are met; and analyzing and researching equipment problems or customer issues and making appropriate recommendations from many alternatives. Specialized experience described above could have been gained by working as a skilled mechanic or maintenance worker; sales or service engineer; or a planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment. 

OR

Possess a PH.D or equivalent doctoral degree or have successfully completed 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

OR

Posses a combination of graduate level education and appropriate experience that together qualify me for this position.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  1. Knowledge of principles, practices and procedures used in the overhaul maintenance, modification and repair of building equipment and related mechanical systems.
  2. Skill in utilizing the Computerized Maintenance Management System (CMMS), or an equivalent computerized maintenance system to perform and/or assist others in the performance of technical and/or related functions.
  3. Skill in inspecting, troubleshooting, improving and/or validating installed and existing Heating Ventilation Air Conditioning (HV AC) and other equipment and mechanical systems.
  4. Ability to provide support to ensure the validity of operation and maintenance policies and procedures of maintenance contractors, preventive maintenance programs and related functions.
  5. Skill in communicating orally and in writing to complete inspection reports and make recommendations for the resolution of non- complex problems involving building mechanical and equipment systems.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
