Duties

Help

You will perform work assignments in a developmental capacity designed to increase the skill and knowledge required to perform financial assistance tasks. At the full performance level of this position, you will perform the following duties:

  • Perform cradle-to-grave administration including Pre-Award, Award, Post-Award, and close-out functions in support of various financial assistance programs involving both discretionary and mandatory funding with various legal authorities, statutory requirements and various recipients including non-profits, educational, local and state governments, and tribal entities.
  • Post funding opportunities, review applications, notify applicants about application status, debrief applicants whose proposals weren't selected for award, and prepares award documentation.
  • Monitor and administer financial assistance agreements to completion. Maintain continuing surveillance and oversight of financial assistance agreements by review of financial reports, expenditure reports, correspondence, technical reports, and consultations with internal and external entities.
  • Perform detailed budget analysis on both competitive and non-competitive agreements. Review budget for proposed projects to determine necessity, reasonableness, and appropriateness of the proposed costs. Review financial data and develop reports to support the integrity and compliance of financial reporting requirements.
  • Provide training, technical assistance, oversight, ethics advice, expertise, and consultation to program officials, awardees, review panels, applicants, recipients, and subrecipients, as needed.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume.

This position will be filled at the GS-07 or GS-09 level. Subsequent promotion(s) to a higher grade may be made without further competition butis not guaranteed or promised. Promotion up to the GS-12 level is dependent upon administrative approval and the continuing need for an actual assignment and performance at the higher-level duties.

To qualify at the GS-07 level: You must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-05 level in federal service; OR one full year of graduate level education; OR superior academic achievement.

Specialized Experience for the GS-07: Defined as experience using data collection techniques to gather information pertinent to make sound decisions; or interpreting Federal financial assistance laws, regulations, and/or agency policies; or applying Federal regulations and/or policy to administering a program.

Superior academic achievement evidenced by:

  1. Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
  2. Grade Point Average - You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
  3. Election to membership in a national scholastic honor society - You can be considered eligible based on membership in one of the national scholastic honor societies listed by the Association of College Honor Societies.
To qualify at the GS-09 level: You must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in federal service; OR master's or equivalent graduate degree; OR Two full years of progressively higher-level graduate education leading to such a degree; OR LL.B. or J.D., if related.

Specialized Experience for the GS-09: Defined as experience utilizing workload tracking tools, systems, and/or software to review financial assistance tasks; and reviewing Federal financial assistance regulatory guidelines, policy, or relative content documents (such as requests for funding or modifications to an agreement).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.

Education

This vacancy announcement allows substituting education for experience at the GS-07 or GS-09 grade levels. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted.
