Help

As a Supervisory IT Specialist, you will provide leadership and the information to develop and share best practices with agencies in the areas of market intelligence, government Insight, and purchasing advice; and oversees the planning of projects, sets priorities, assigns work, establishes deadlines, and reviews work, monitoring the quantity, quality and timeliness of work. You will,

  • Supervise a staff of government employees
  • Plan and schedule the Branch’s work, making assignments based on priorities, and consideration of difficulty and requirements of the work.
  • Review and accept, amend, or rejects their work. Evaluates overall performance and ensures that each accomplishes a satisfactory amount and quality level of work in a timely manner.
  • Oversees the planning of projects, sets priorities, assigns work, establishes deadlines, reviews work, monitoring the quantity, quality and timeliness of work.
  • Evaluate overall performance and ensures that each accomplishes a satisfactory amount and quality level of work in a timely manner.
  • Provide leadership and the information to develop and share best practices with Agencies in the areas of Market Intelligence, Government Insight, and purchasing advice.
  • Identify improvement opportunities for enterprise-level systems to support business processes, utilize emerging technologies, and integrate systems and applications.
  • Promote and educate customers and stakeholders on IT Products, inclusive of cloud, use and value.
  • Provide Quality Assurance support for IT Products and cloud-related service offerings.
  • Provide ongoing customer Agency support.

  • Serve a one year supervisory or managerial probationary period, if required

The GS-14 salary will be determined based upon duty location after selection.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. 

Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-13 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:


• Attention to Detail - This skill is generally demonstrated by assignments where the applicant investigates and evaluates state of the art technology of the industry.
• Customer Service - This skill is generally demonstrated by assignments where the applicant confers with users to evaluate the effectiveness of, or identify the need for, computer programs or management systems.
• Oral Communication - This skill is generally demonstrated by assignments where the applicant persuades others to take a particular course of action or to accept findings, recommendations, changes, or alternative viewpoints.
• Problem Solving - This skill is generally demonstrated by assignments where the applicant identifies and accommodates technology and resource constraints.

SPECIALIZED EXPERIENCE REQUIREMENTS: 

Specialized experience is managing an IT hardware, software or cloud computing program in order to provide services and expertise to an organization's internal and external customers. This experience must include:

  • Managing positive relationships with external and internal organizations, developing requirements and marketing approaches;
  • Conducting IT hardware, software and cloud related  strategic planning, industry analysis, and NIST based supply chain risk management;
  • Analyzing, evaluating, and resolving problems and requirements for IT hardware, software and cloud related requirements;
  • Coordinating and analyzing findings and making recommendations on substantive programs;
  • Reviewing and preparing technical and pricing reports and contract documents; and
  • Applying IT hardware, software and cloud related acquisition experience which includes developing and/or reviewing requirements, scope reviews, and evaluation support.

  • Ability to supervise, manage, and lead a subordinate staff to successfully meet program goals and work effectively with a diverse team
  • The position requires a unique combination of (at least 2 areas) technical depth in the supply/acquisition areas, business operations, marketing, and category management processes.
  • Knowledge to standardize information technology security reviews for equipment/systems, software, and cloud products
  • Knowledge of commonly used business practices both in government and industry to analyze business requirements, assess project feasibility, define current and future business environments, and analyze IT investment portfolios.
  • Knowledge of current information technology and applications to business processes to meet organizational and potential agency customer requirements.
  • Knowledge of emerging information technologies in areas of strategic importance, including hardware, software, and cloud computing.
  • Knowledge to provide technical advice and develop technical specifications to support acquisition of hardware, software and cloud computing products and services.
  • Expert knowledge of customer service/customer experience best practices and the ability to apply them to meet customer needs.
