Help

As a Senior Management and Program Analyst, you will perform analytical assignments related to the execution and sustainment of the Travel, Employee Relocation and/or Transportation Programs Categories that delivers commercial services through government wide programs such as end to end travel, E-Gov Travel Services (ETS), airline, lodging, rideshare, travel, employee relocation.

  • The incumbent has the lead role in major initiatives and management studies involving the Travel Program operations, strategy and long-term planning. Collaborates with internal and external stakeholders to bring a measured approach to innovation, transparency, and cost savings for the government.
  • May serve as Contracting Officer Representative on major initiatives in regard to business development planning support, working with policy makers, price analysis, creation and vendor management of terms and conditions of contracts in order to drive utilization of GSA's Travel programs.
  • Measures progress towards and determine the soundness of objectives in established programs by determining whether established goals and objectives are meeting the purpose for which intended. Identifies actual or potential problem areas, trends, significant program accomplishments, and areas of imbalance or other similar factors in the widely diversified programs studied. Also identifies areas of improvement or excellence which should be acknowledged and/or extended to other areas. Recommends ways to correct actual or potential problem areas found.
  • Develops effective and enduring relationships and coalitions with business leaders and key officials of other Federal agencies on all business issues. Represents GSA at high-level meetings and conferences and presents and defends the GSA viewpoint on all controversial business issues.

The GS-14 salary range starts at $122,198 per year. The salary shown in this announcement does not include locality pay. Locality pay will be determined once the selectee's duty location has been established. To qualify, you must possess the specialized experience:

SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Applicants for this position must possess ALL of the following experience:

  • Analyzing and measuring the effectiveness, efficiency and productivity of corporate or government agency-wide employee travel services.
  • Coordinating and analyzing findings and making recommendations on corporate or government agency-wide employee travel programs using quantitative data and performance metrics.
  • Managing vendor performance.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Knowledge of the processes and laws/regulations governing Travel Programs and operations coupled with expert knowledge and skills involving project management to ensure projects meet identified objectives, are completed on schedule, and offer well-supported and sound conclusions and recommendations. 
  • Ability to manage several projects concurrently. 
  • Knowledge of business management tools such as finance, accounting, and strategic planning needed to produce business development plans.
  • Ability to analyze a wide variety of administrative, management, and program activities and studies in order to recommend ways to improve overall effectiveness and efficiency.
  • Skill in oral communication to make formal and informal presentations to higher level management, communicate persuasively with business leaders.
