This announcement will be used to fill positions at any grade level up to and including GS-13. Incumbent will serve as a civilian criminal investigator in a developmental capacity, performing assignments designed to further develop applicable criminal investigative analytical and evaluative skills and techniques. Incumbent works with the supervisor in performing duties identified in the full performance standard core personnel document/core document.

Performs developmental criminal investigative assignments. Prepares criminal investigative reports upon completion of each assignment. Provides evidence and data in the preparation for adjudication of criminal cases. Assists/coordinates criminal investigative activity with other federal, state, and local law enforcement agencies (such as Federal Bureau of Investigation (FBI), US Army Criminal Investigation (USACIDC), Naval Criminal Investigative Service (NCIS), Defense Criminal Investigative Service (DCIS), US Attorney or foreign governments on matters related to criminal investigations. Periodically assists/briefs DoD management, investigative personnel, attorneys and other interested parties on criminal investigative matters. Assists senior level agents in conducting criminal investigations of alleged or suspected violations of the federal criminal laws and punitive regulations (Title 10 and 18) and/or Uniform Code of Military Justice (UCMJ). Provides threat and awareness briefings to Air Force members.

  • All male applicants born after December 31, 1959 must have registered for the Selective Service.
  • Applicants are subject to counterintelligence scope polygraph examinations as determined by the command. Failure to successfully complete a polygraph examination could result in disciplinary action as determined by the command.

  • Employees must be able to work substantial amounts of unscheduled overtime or be available to work substantial amounts of unscheduled overtime on evenings, weekends, and/or holidays. May also be required to work regular scheduled overtimes as needed.
  • Must successfully pass a pre-employment medical examination (including vision, hearing, cardiovascular and mobility of extremities) and be determined physically able to perform duties without being a hazard to themselves or others.
  • Position is designated by the Air Force as a testing designated position under the Air Force Civilian Drug Testing Program and is subject to random drug testing.

  • Requires occasional travel away from the normal duty station. Travel may include international locations, via various military or commercial means.
  • This position requires a mobility agreement of which the employee may be assigned anywhere in the U.S. or overseas. In addition, employees may be required to work in areas of unrest or in war zones.
  • This position requires a Top-Secret security clearance. Favorable completion of a Single Scope Background Investigation (SSBI) is required prior to an offer of employment.
  • This position requires the incumbent to carry a firearm. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (18 U.S.C. Section 922(g) ((9)).
  • This position requires the incumbent to drive a motor vehicle. Incumbent must possess and maintain a valid state driver's license.
  • U.S. Citizenship required.

Qualifications

For GL-07
Applicants must have at least one (1) year of specialized experience at the next lower grade GL-05, or equivalent in other pay systems. See examples of experience below.
OR
EDUCATION:
1 year of Graduate-level education or superior academic achievement as demonstrated by:

1. Class standing (in upper 1/3 of graduating class) or

2. Grade point average (3.0/4.0 overall or 3.5/4.0 in major) or

3. Election to membership in a qualifying national honor society

For GL-09
Applicants must have at least one (1) year of specialized experience at the next lower grade GL-07, or equivalent in other pay systems.
OR
EDUCATION: Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B (Bachelor of Laws) or J.D (Juris Doctorate) if related. Some examples include social sciences and humanities (behavioral science, psychology, sociology, social work, pre-law, philosophy, political science, race/gender studies, journalism, childhood development, etc.).

For GL-07 and GL-09, examples of specialized experience includes having knowledge of the fundamental principles, concepts, methodologies, laws, regulations, guidelines, precedents, requirements of various legal jurisdictions, and practices of criminal investigations. Knowledge of the rules of criminal procedures, laws, and precedent court decisions concerning the admissibility of evidence, constitutional rights, search and seizure, and related issues. Knowledge of sources of information and how to develop them and the latest technological advances used by criminals and investigators. Skill in communicating both orally and in writing. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. Ability to plan and organize work, consult effectively with others, and work as a member of a team. NOTE: You must submit a copy of your transcripts.

For GS-11
Applicants must have at least one (1) year of specialized experience at the next lower grade GL-09, or equivalent in other pay systems. See examples of experience below.
OR
EDUCATION: Successful completion of a Ph. D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. For GS-12

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems.

For GS-11 and GS-12, examples of specialized experience includes having knowledge of a wide range of complex investigative policies, principles, concepts, and practices; criminal and case law precedents; pertinent statutes and regulations such as the Code of Federal Regulations (CFRs) and Uniform Code of Military Justice (UCMJ); administrative and legal procedures; requirements of various legal jurisdictions; and rules of evidence, criminal procedures and court decisions concerning admissibility of evidence, constitutional rights, search and seizure, apprehension and related criminal investigative and law enforcement matters. Knowledge of a broad range of advanced investigative techniques, research methods, and analyses to conduct investigations where significant difficulties are encountered; select, adapt, and apply investigative techniques; overcome obstacles in gathering and interpreting evidence; and prescribe or recommend corrective action. Knowledge of relationships between and among federal, state, and local law enforcement agencies, their functions, and jurisdictions and the need for coordination with them or with other governmental jurisdictions to coordinate investigative activities. Knowledge of various investigative aids, such as use of subpoenas, forensic dentistry, audio, and visual instruments, etc., to collect and confirm information from a variety of sources; conduct sophisticated surveillance; develop supportable cases for presentation and/or prosecution; etc. Skill in communicating orally and in writing. Ability to deal effectively with others to gain their confidence and cooperation.

For GS-13
In order to qualify, applicants must meet the specialized experience or equivalent specialized experience requirements described in this announcement as follows:

Applicants must have 1 year/52 weeks of full time "specialized experience" or one or more of the following types of "equivalent specialized experience" at a level of difficulty and responsibility equivalent to the GS-12 grade level (or equivalent in other pay systems) in the Federal service.

EQUIVALENT SPECIALIZED EXPERIENCE:GS-12-level specialized experience required for this position includes:

  • Planning and conducting highly complex criminal investigations, independently as a lead investigator or as a team member
  • Apprehending or detaining suspected violators of criminal laws of the U.S.
  • Conducting interviews with suspects, witnesses, and informants in case development
  • Recruiting and utilizing witnesses
  • Planning, organizing, and conducting surveillance
  • Preparing interim and comprehensive final investigative reports for prosecutors and management officials
  • Participating in joint task forces
  • Briefing management and DoD officials on the progress of current investigations
  • Testifying before Grand Juries, proceedings in criminal trials, and/or administrative hearings
  • Coordinating criminal investigative activity with other Federal, state, and local agencies and foreign governments and resolving jurisdictional issues.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

OTHER SIGNIFICANT FACTS

EMERGENCY ESSENTIAL PERSONNEL/POSITIONS: This position may be Emergency-Essential (E-E). The incumbent of this position must meet all requirements of E-E positions and may be required as a condition of employment to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. In the event of a crisis situation, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. The incumbent, as a condition of employment, may be reassigned to any to any geographic location where AFOSI personnel may be assigned and/or required to deploy to support the success of combat operations or the availability of combat essential systems. Failure to deploy may subject the incumbent to administrative action. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. Incumbent will be required to sign and acknowledge their understanding of these requirements.

Due to the mission essential nature of EE positions, concurrent membership in the military reserves could conflict with the performance of these duties. If you are selected for an EE position and are also an active reservist, you will be required to transfer to an inactive or standby status or resign/retire from the reserves prior to your appointment.

Law Enforcement Availability Pay (LEAP): LEAP compensates Criminal Investigators for substantial amounts of unscheduled overtime or their availability to work substantial amounts of overtime. Applicants are eligible to receive LEAP upon appointment. To ensure your availability, you will receive extra compensation in the form of LEAP, which is calculated at a flat rate of 25 percent of basic pay (including applicable locality pay).

Education

Specialized Training: Successful graduation from the Federal Law Enforcement Training Center's (FLETC) Criminal Investigators Training Program (CITP) or federal equivalent is required. (Qualifying federal CITP equivalents include: Federal Bureau of Investigation New Agent Training, Drug Enforcement Administration Special Agent Training, US Army Criminal Investigation Division Special Agent Course, or United States Air Force Special Investigations Academy (USAFSIA) Special Investigators Course.)

Applicants who have not completed CITP (or federal equivalent) and/or Basic Special Investigators Course (BSIC) will be required to attend and successfully complete these courses (or equivalent training as designated by the Agency).

LAW ENFORCEMENT RETIREMENT: IAW DoDI 1400.25 Volume 336, "The maximum entry age (MEA) for covered primary law enforcement officer positions is 37. Persons not appointed by the last day of the month in which they become age 37 shall not be originally appointed or assigned to these positions."
