Duties

Help

As a Human Resources Specialist, you will perform the following duties:

  • Provide advice and counsel on routine issues of the benefits and retirement programs directly to managers/supervisors, and employees. May assist with the provision of on-site guidance to regional staff and employees as required in order to support the successful operation of the programs and to ensure appropriate support is being provided to customers.
  • Respond to routine benefits questions received from managers and employees, as well as providing assistance to employees with retirement applications. May assist with the development of presentations on benefits programs for Federal employee benefits and retirements programs and seminars.
  • Provide support to local management officials in the development and/or implementation of local initiatives or actions impacting the benefits or retirement programs. Provide support to local offices on routine personnel management questions on employee benefits programs by researching regulations and securing necessary information.
  • Assist with the development and delivery of training to include development and dissemination of benefits-related communications going directly to employees advising them of changes affecting them; development of written benefits-related materials for local or national in-house publications either in hardcopy or electronic; maintenance of benefits web pages; coordination of training from outside vendors; and the development and delivery of training relating to benefits themselves or technology relating to benefits.

  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

The GS-09 salary range starts at $60,905 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

SPECIALIZED EXPERIENCE:

To qualify, you must have at least one year of specialized experience equivalent to the GS-07 level or higher in the Federal service. Specialized experience is researching a variety of routine questions from employees and managers regarding employee benefit programs, policies and regulations; serving as a point of contact for advice and routine guidance on retirement and employee benefit programs; reviewing and processing personnel transactions; and performing personnel data input and retrieval in automated personnel systems. OR Education: Possess a master's or equivalent level degree or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or JD. OR Combination of Education & Specialized Experience: A combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.

This position has job functions that must be executed within a specific geographic location. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home). Position includes routine telework and remote work arrangements that are geographically specific to: Kansas City, MO

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.

  1. Knowledge of the Federal benefits and retirement programs in order to provide advice and guidance to management officials, and employees on standardized principles, practices, and procedures of benefits and retirement programs issues.
  2. Ability to interpret and apply laws, regulations, policies, and practices to provide interpretation and explain to supervisors/managers and employees the benefits and retirements programs.
  3. Knowledge of online benefits systems, research materials, technology, tools, and processing procedures; e.g., data security, knowledge of codes--their interrelationship and function.
  4. Skill in delivery of communication both orally and in writing to interpret, apply, and explain retirement and insurance laws and regulations to employees and supervisors.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.

Consideration will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3). You should list any relevant performance appraisals and incentive awards in your resume so that information will be taken into consideration during the selection process.  If selected, you may be required to provide supporting documentation.
