Selectee(s) will report to an assigned DOL office location on a regular basis and be eligible for telework as determined by agency policy. This is not a remote position. Offices are located in Washington, DC; Boston, MA; New York, NY; Philadelphia, PA; Atlanta, GA; Chicago, IL; Kansas City, MO; Dallas, TX; San Francisco, CA; Seattle WA. For specific locations, see: DOL offices. Advertised salary reflects the pay range for the above locations. Upon selection, salary will be set in accordance with the selectee's assigned duty location.

Major duties for this position include, but are not limited to:

  • Serves as Director of Data Services, overseeing and directing data management and analytics teams to design and implement enterprise-wide data management, business intelligence and advanced analytics project(s) or program(s) with organization-wide stakeholders.
  • Communicates and tracks key performance metrics across departments.
  • Applies statistics and data modeling to gain actionable business insights and boost customer productivity and revenue.
  • Analyzes business requirements and processes and makes recommendations to senior leadership for implementation.
  • Creates and maintains design and requirements documents to identify the development needs for streamlining and improving agency operations.
  • Serves as expert consultant and advisor to Chief Technology Officer (CTO)/Deputy CTO regarding the application of DOL, scientific and statistical standards to data evaluation and analysis in the development of high-priority analyses and actionable metrics.
  • Establishes, implements and employs predictive modeling and advanced statistical analysis processes to facilitate business decision-making for senior leadership.
  • Builds strong relationships with key OCIO customer organizations and user communities.
  • Coordinates with all staff elements and contractors responsible for IT support and delivery to ensure activities align with OCIO's strategic plan and departmental objectives.
  • Formulates and defends an IT budget and ensures maximum efficiency and cost-effectiveness in the use of IT resources.
  • Plans and assigns work based on priorities and prepares schedules for completion of work.
  • Develops performance standards and evaluates work performance.
  • Advises, counsels and instructs employees on both work and administrative matters.
  • Provides active leadership in the equal employment opportunity (EEO) program.
  • Provides direction and support in day-to-day operations of OCIO project management initiatives.
  • Performs other duties as assigned.

Qualifications

You must meet the Basic Requirements AND the Specialized Experience to qualify for IT Program Manager, as described below.

Applicants must have IT-related experience demonstrating each of the four competencies listed below:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled.

Qualifying specialized experience for GS-15 includes:

  • Experience in managing the deployment of multiple data solutions and data governance practices.
  • Experience managing and migrating data warehousing capabilities to the Snowflake platform or similar platforms.
  • Experience in implementing cloud based APIs, ETL, and big data technologies.
  • Experience with scripting and implementing data analytics solutions.
  • Experience in advanced data science techniques and Artificial Intelligence/Machine Learning technologies.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states: Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interest and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Supervisory Financial Disclosure: This position is subject to the confidential financial disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). Therefore, if selected, you will be required to complete a Confidential Financial Disclosure Report (OGE Form 450) to determine if a conflict or an appearance of a conflict exists between your financial interest(s) and your prospective position with DOL. This information will be required annually.
