Acquisition Management
Manages the Division of Technology and Strategic Acquisition with full authority for the day-to-day operations of the IHS Health Information Technology Modernization project and related technology acquisitions. Through subordinate supervisors and managers, the incumbent is responsible for the activities of up to twelve IHS area offices and the IHS Headquarters staff offices for technology and strategic sourcing-related activities. Provides leadership, policy, guidance, and supervision, as well as coordinating long and short-range planning to constituent organizations. Manages special departmental procurement initiatives and procurement operations of the Office of Information Technology for the Indian Health Service.
Program Management:
Demonstrates and exercises leadership in the formulation and promulgation of policy and regulations governing the OIT procurement program. Uses cost-effective techniques to maximize procurement flexibility to achieve quality, timeliness, and economies of scale. Research, interprets and analyzes innovative government and industry practices in all program areas of responsibility and bring these innovations into strategic planning, design, and implementation phases as part of the business delivery. For services strategic sourcing, understand mission goals and the service context that is being outsourced. Define current mission status (technologies, services, measures, etc.) to select services required to deliver organizational needs and business change. Identifies the need for special projects and initiates milestones and goals. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up.
Supervisory Management
Assigns authorities and responsibilities such as planning work for accomplishment by subordinates, setting and adjusting short-term priorities, as well as assigning work to subordinates based on priorities, selective consideration of difficulty, and requirements of assignments, and the capabilities of employees on both work and administrative matters. Performs all human resources functions related to the recruitment, retention and management of candidates for positions in the unit. The incumbent is responsible for the application and implementation of the Equal Employment Opportunity (EEO) requirements and the EEO program guidelines established by the IHS and Department as well as the performance appraisal system.
