Summary

The mission of the DEEOIC is to administer, develop, establish and implement policies, regulations and procedures for benefit provisions of the Energy Employees Occupational Illness Compensation Program Act.

This position serves as the primary point of coordination, contact, oversight and problem resolution for compensation payments, security and integrity of automated payments systems, and day-to-day oversight of fiscal operations.

This position is inside the bargaining unit.

Advertised salary reflects the pay range for the above locations. Upon selection, the salary will be set in accordance with the selectee's assigned duty location.

Major duties of this position include:

  • Serves as a Certifying Officer for weekly, terminal, and expedited compensation and medical payments. Assists the Senior Fiscal Operations Specialist's in collaboration with the bill processing agent to ensure bill processing reports are accurate, to resolve
    substantive problems with data, and to ensure weekly compensation benefits are paid to medical bill providers and claimants.
  • Identifies potential instances of fraud and/or abuse in billing practices. Educates service providers, vendors and others as needed, regarding payment practices and related issues.
  • Serves as a secondary point of contact between the BMB/Medical Bill Processing Unit and the US Treasury to identify and resolve payment issues within the unit or between organizations.
  • Serves as liaison with District Office and National Office staff, answering questions and resolving issues found during annual financial audits of compensation and medical bill payment systems and processes. Implements audit team recommendations.
  • Analyzes fiscal operations and, as necessary, assists with the development of procedures and processes to help prevent internal fraud and abuse, and improve accountability and efficiency, e.g., for the repayment of duplicate checks, to follow-up tracers for lost checks, to minimize over-or-under payments, etc.

Qualifications

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Applicants may qualify with education or specialized experience. If using experience, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-9, in the Federal Service. Qualifying specialized experience includes:

  • Experience applying evaluative methods to determine efficiency and effectiveness fiscal operations programs.
  • Experience with compensation and medical bill payment processing systems.
  • Experience analyzing and auditing medical bill processing to reduce or eliminate potential waste, fraud, or abuse.
OR

Earned a Ph.D. or equivalent doctoral degree, or completed 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M.

OR

A combination of graduate education and experience.

This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.
