This position is located in the General Services Administration (GSA), Federal Acquisition Service (FAS), Office of Customer and Stakeholder Engagement (CASE), Office of Analysis & Business System, Analytics & Data Operations Division, Data Operations Branch.

Location of Position: This is a virtual position and duty location of this position will be determined upon selection.

Duties

Help

This Branch develops, plans, and manages FAS customer data to conduct appropriate business analytics, data gathering, data visualization, and report generation, in coordination with all FAS business office portfolios. 

  • Serves as a Program Analyst with specific technical expertise in data analytics.
  • Provides high-level technical expertise to accomplish analysis and wrangling of data, development of methodological approaches, and output analysis. As such, the incumbent performs data analysis, collection, interpretation, and evaluation to develop data-driven solutions that address FAS program and business challenges.
  • Utilizes various software such as MS Excel, MS Access, Oracle databases and/or web-based client server methods, to create specialized and customized reports including an array of data to drive management decisions. Uses optimization and/or simulation software (e.g. SAS/OR, Pyomo, JMP, SPSS, Minitab, R, Tableau, etc.) or other statistical packages for predictive analytics, to analyze] and visualize data.
  • Provides business line managers with specific data which evaluates the current workload, identifies the location of the workload, and allocates resources to current and/or future projects.
  • Develops models, forecasts, and visualizations based on generally accepted statistical methods.

The GS-13 salary range starts at $103,409 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. 

Specialized experience is technical data analytics expertise in working with teams to develop data-driven solutions, products and definitions that address program and business challenges. This experience must include:

  • Consulting with diverse stakeholders and using analysis tools to design and implement data analyses;
  • Using appropriate analytic and statistical software to programmatically prepare data for analysis and clean imperfect data;
  • Translating data analyses into meaningful, easily understood communications;
  • Contributing to the development of data systems, software, and programming specifications;
  • Conducting observational analyses using software and/or programming languages such as R, Python, SQL, or SAS to explore/group data, test
    hypotheses, predict outcomes, and inform decisions, and
  • Providing input to management for decisions on an organization’s enterprise data environment, automated solutions (including visualizations), and/or
    data management practices.

You will be evaluated for this job based on how well you meet the qualifications above.

  • Mastery of, and expert skill in applying, visualizations, segmentation, clustering or statistical analysis models; developing reports using various programs (e.g. SAS, Python, R, VBA, SQL); using optimization and/or simulation software (e.g. SAS/OR, Pyomo, JMP, SPSS, Minitab, R, Tableau, etc.) or other statistical packages for predictive analytics, to analyze, interpret, collect, and visualize data.
  • Expert knowledge of analytical and evaluative methods and mastery knowledge of how data analytics is administered to select and apply appropriate program evaluation and measurement techniques that point to an organization’s compliance with policies and regulations, and measures and evaluates program accomplishments.
  • Expert knowledge of program and project management principles, methods, and practices, including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments.
  • Skill in interpersonal relations to work with employees and groups in a constructive and collaborative manner.
  • Skill in written and verbal communications to concisely express complex issues at all levels of an organization; to formulate and present findings, briefings, project papers, status reports, and correspondence. 
  • Mastery of, and expert skill in applying data mining; business intelligence practices such as decision support, forecasting, parsing/cleaning data, and connecting unstructured and structured data sets to build data tables; data munging/data wrangling; developing solutions to deal with imperfections in data (potentially including missing values, inconsistent string formatting, and date formatting); building data forecasts and decision models for standard and complex simulations; and skill in using models to simulate real world environments.
