Summary

This position is located in the Office of Executive Director (EX), Bureau of the Comptroller and Global FinancialServices (CGFS). This position is responsible for CGFS and the Bureau of Budget and Planning’s (BP) infrastructure, configuration management, network administration, Sharepoint development and management, auditing and monitoring systems, information assurance and security issues, requirements planning, mobile technology, and a limited number of desktop support services.

Duties

Help
  • Manages assigned projects for bureau specific information technology systems related to information technology programs, project management and acquisition processes requiring unlimited access to classified and unclassified information and systems.
  • Develops, plans, documents, implements changes in customer facing policies and procedures, and anticipates how changes in customer needs will impact operational and tactical IT resources .
  • Manages, administers, and uses best practices in change/configuration management, information security, and privacy protections to ensure the confidentiality, integrity and availability of data and systems.
  • Oversees contractor services that support the accomplishment of assigned IT operations and development which includes application development, enhancements and/or migrations, network administration, and mobile computing services.
  • Manages unit operations and plans the work to be accomplished by subordinates, advises, counsels, and instructs employees, evaluates work performance by subordinates, assigns work to subordinates based on priorities, etc.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement. 

Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

  1. Attention to Detail - Plans and manages complex IT projects involving interrelated disciplines and multiple stages of the system development life-cycle. For example, IT projects, IT infrastructure with agency business requirements, integrated systems analysis, software development, database administration, and customer support into the project plan.
  2. Customer Service - Demonstrates expert skill in working with managers and customers, throughout the bureau and department to resolve all technical issues to identify/diagnose problems and establish system standards and documentation to measure and evaluate results.
  3. Oral Communication - Provides expert advice and guidance to all levels of management to support computer personnel and users throughout the agency engaged in the development and implementation of the systems and sub systems required to meet the logistics of the agency.
  4. Problem Solving - Monitors and controls, as assigned, IT projects of significant size and complexity to determine project scope, timeline, quality, and costs, and will be called upon to provide technical and analytical guidance to the project team and relevant stakeholders.

AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience developing web-based systems, new web tools and web information pages.
  • Experience administering the installation and maintenance of web-based systems, and projects related to web-based systems.
  • Experience with the installation, operation, security, control and maintenance of IT resources including inventory of hardware and mobile computing processes.
  • Experience overseeing staff responsible for information technology within an organization and serving as COR overseeing the work of contract resources supporting IT operation functions. 

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-14 position.
