Duties include but not limited to:
Plan, coordinate, organize, implement, and evaluate programs designed to enhance the effective use of total resources in the operation of CYP activities. Program elements include responsibility for administrative and managerial functions of organization, personnel management, programming, facility management, budgeting, financial management and analysis, procurement, internal controls and information management systems.
Manage the annual CNIC CYP inspection process of Navy CYP activities. Supervises up to 10 NF-04 Child and Youth Program Specialists. Plans and assigns work to be accomplished by subordinates based on certification expiration dates to ensure all programs receive annual CNIC inspection. Sets and adjusts short- and long-term priorities and prepares work schedules for completion of work. Work assignments are based on priorities, giving selective consideration of difficulty and requirements of assignments and capabilities of the employees.
Conduct annual unannounced visits, site surveys and higher headquarters inspections of CYP to ensure compliance with policies and regulations, and achievement of program goals. Prepares timely, complete and accurate visit and inspection reports of relevant and confirmed findings. Conducts professional and accurate briefings with commanders and staff members. Identifies discrepancies and discusses alternative with staff and installation commanders.
Review proposed corrective actions to CNIC inspections and recommends program modifications in accordance with best practices. Conducts field assist visits to CNI CYP activities and attends numerous meetings, working groups, and conferences. In satisfying this requirement, incumbent must be able and willing to travel as much as 50% of the time within CONUS and OCONUS.
Serve as the CYP subject matter expert on matters affecting children, youth and teens and their families and advises the CYP Manager, as well as CNI, Personnel Support Program Managers, Regional Commanders, Commanding Officers, and MWR and CYP program administrators of current and effective management practices that should be employed in the operation of CYP activities. Develops and disseminates information on new initiatives and follows through to ensure that recommendations are accepted and used whenever feasible. Reviews and updates CNIC inspection criteria utilized for headquarter level inspections accurately reflects the polices and mission goals of the Navy.
Represent CNI and actively participate in meetings and conference covering the Navy's CYP. Serves as the CNI point of contact and/or chairs/co-chairs working groups with representatives of higher echelons within the Navy, the Department of Defense, and the civilian community. The working groups deal with complex program functions that require substantial research to develop new approaches to the way CYP services are provided and funded.
Ensure subordinate personnel meet established position requirements and remedy performance issues through training, coaching, counseling and/or necessary disciplinary actions. Supports, upholds and enforces EEO practices. Identifies developmental and training needs of employees, providing or arranging for needed development and training. Develops performance standards. Evaluates work performance of subordinates. Hears and resolves complaints from employees.
Design, implement, analyze, and evaluate ongoing programs for children, youth and teens, including but not limited to full and part day childcare, before and after school care, resource and referral, summer day camps, teen activities and programs, sports programs, social events for youth of all ages, special events, citizenship, and volunteer activities, youth development and leadership opportunities.
Ensure programs maintain required DoD certification and is current with all applicable annual headquarters and local installation inspections. Also ensures programs maintain appropriate national accreditation with the National Association for the Education of Young Children (NAEYC) and Council on Accreditation (COA).
Develop briefings and brief senior staff and base level personnel on activities and program requirements. Prepares supports documentation for presentations and proposals. Prepares correspondence, briefs, action documents, routing sheets, point papers and slide presentations for use by management officials. Completes special projects as directed.

A qualified candidate possesses the following:
Four or more years or more of specialized experience working with military child and youth programs; OR
A combination of education and experience and four or more years of specialized experience working with military child and youth programs.
AND
Mastery of concepts of program management, requirement determination, policy development, evaluative and analytical processes, and programs implementation.
Extensive knowledge of DoD/DoN organizational structure, chain of command, protocol, regulations and policies regarding military children, youth and teen programming.
Knowledge of Federal, State and local child health education, social service, fire, safety and health, resource and referral services, school age childcare, contract, hourly and interagency initiatives.
Extensive knowledge and understanding of DoD/DoN philosophy, goals, vision, policy and programs relating to child youth issues of military members. This includes processes required to develop, evaluate, and defend programs to higher levels in DoN, DoD, and Congress.
Expert knowledge of child development and youth programs, functions, organizations, policies, resources and analytical and evaluative processes.
Skill in developing, organizing, and conducting executive studies through team efforts is required.
Knowledge of pertinent laws and regulations and the processes used to effect change including evaluating the contact of new or modified legislation for impact to CNI AOR and translating legislation into program goals and inspection criteria.
Oral and written briefing skills with knowledge of techniques and formats for effective communication to flag level positions.
Ability to coordinate and interact with numerous activities and various echelons, both within and outside the Navy.
Knowledge of personnel management rules, regulations, policies and procedures governing military personnel, civil service employees, non-appropriate fund employees and contractors who work within DoD on program goals and objectives.
Knowledge of research methodology, information retrieval, and data organization for analysis, decision making, and formulation of recommendations for solutions or appropriate action to improve efficiency and effectiveness of Navy, CNIC and CYP programs. Research methods include interviews, focus groups, working groups, surveys, and data search.
A qualified candidate possesses one of the following:
I have a Bachelor's degree or higher in Early Childhood Education, Child Development, Elementary Education, Youth Recreation, Secondary Education or in a related field of study AND a minimum of four years of specialized experience working with military and child and youth programs.
OR
A combination of education and experience e.g., courses equivalent to a major in a field (24 higher level semester hours) appropriate to the position (see above) AND a minimum of four years of specialized experience working with military and child and youth programs.
