This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.


As a SUPERVISORY DATA SCIENTIST (STATISTICIAN) at the GS-1560-15 some of your typical work assignments may include:

  • Serves as a principal advisor and recognized expert authority within DoD on survey mathematical statistics, data science, and analysis matters. acts as advisor and consultant to statisticians and data scientists, Branch Chiefs, the OPA and DPAC directors, and external clients (e.g., in the Office of the Under Secretary of Defense (Personnel and Readiness)
  • Communication skills: Effectively communicates complex statistical and data science concepts and findings for a wide variety of technical and non-technical audiences. Presents briefings, papers, and lectures on survey issues and findings, and meets with oversight organizations such as OMB and the General Accountability Office.
  • Supervisory/leadership : Leads and supervises a division comprised of mathematical statisticians, data scientists and data analysts, providing technical expertise and strategic oversight for all efforts within the division. Uses subordinate supervisors, leaders to direct, coordinate, and oversee work.
  • Experience in writing code (SAS; Python): Uses familiarity with writing code to oversee the automation of a pipeline from many data sources including Extract, Transform, and Load (ETL) operations, programming in scripting languages (e.g., Python) and statistical languages (e.g., R, SAS), and visualizations (e.g., R Graphics, Qlik) or similar data sources.
  • Analytical experience: Advises and manages statistical methods team members who are responsible for designing, developing, and adapting statistical methods while utilizing expert knowledge of the most complex statistical sampling, weighting, imputation, estimation, and variance estimation techniques. Advises and manages data scientists responsible for modeling complex problems, discovering insights and identifying patterns in data through the use of statistical analysis, data mining, natural language processing and visualization techniques

Qualifications

You may qualify at the GS GS-15 , if you fulfill the following qualifications:

Basic Requirement: Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. Or, Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

AND

Qualifications: Your resume must clearly show that you have one (1) year of specialized experience equivalent to the GS-14 grade level in the Federal service as listed below:

  • Provide statistical and analytic support a broad range of research efforts by using survey sampling and weighting, descriptive and predictive statistics, and other data science techniques
  • Advise and manage the development and implementation of plans for analysis of highly complex data
  • Utilize code from many data sources including Extract, Transform, and Load (ETL) operations, programming in scripting languages (e.g., Python) and statistical languages (e.g., R, SAS), and visualizations (e.g., R Graphics, Qlik)
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
