Duties for the FV-F Level:

Performs basic (but progressively more difficult) administrative assignments under the close direction of a manager, project/program manager, team leader, or more experienced professional. Typically acts as a member of a team for projects/programs within a defined area of responsibility. Performs, monitors and tracks a variety of administrative tasks in implementing an office's administrative programs, policies, and procedures.

Applies basic knowledge of administrative processes and procedures to accomplish assignments and provides District/Technical Services/Engineering Services Manager and Group Manager, information on the operation of assigned programs and the interrelationships of such programs. Typical assignments may include collecting and recording data/information; conducting research; identifying problems; and assisting higher level professionals in day-to-day operations. Follows guidelines, directives and polices for assigned projects/programs. Coordinates, monitors, and executes actions required to manage the District/Technical Services/Engineering Services with regards to management of personnel requests, employee position actions, pay and leave administration, performance management, incentive awards, special employment programs.

The incumbent manages basic but varying administrative processes and programs. Incumbent provides routine procedural information and guidance to management for assigned areas. Interprets guidelines, directives and polices for assigned projects/programs. Provides regular status updates to management.

Serves as the office’s focal point for internal human capital activities. Coordinates with Human Resources, and generates requests for personnel and administrative actions involving recruitment, transfer, temporary assignments, promotions, awards, and various other personnel actions. Monitors and manages internal organizational processes for other areas such as travel management, time and attendance, records management, training, and employee performance.

Contacts are primarily internal to the organizational unit with a manager and other employees to share information, provide data and/or written analyses, and discuss the statuses of assignments. In some specialties, may have contacts with customers and other external parties on routine matters such as gathering information, explaining regulations, and discussing customers’ situations. Established policies/procedures provide detailed guidance for almost all assignments, with little or no room for discretion. Works under detailed instructions provided by a manager, project/program manager, team leader, or more experienced professional. The supervisor or higher-level Administrative Officer makes assignments by defining objectives, priorities, and deadlines.

Regularly refers problems and work issues to a manager, project/program manager, team leader, or more experienced professional for guidance.

Work is reviewed regularly during assignments and at completion to ensure timeliness and all aspects of quality.

Qualifications

Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position.

FV-F: To qualify for this position at the FV-F (FG/GS 5-9), you must demonstrate in your application that you possess at least three years of progressively responsible general experience that demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, recognize solutions, plan and organize work and convey information, with at least one year equivalent to the FG/GS-4 level. Such experience may have been gained in administrative, professional, technical, investigative or other responsible work. Experience in substantive and relevant secretarial, clerical or other responsible work may be qualifying as long as the work experience provides evidence of the knowledge, skills and abilities necessary to perform the duties of this position. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records or other non-specialized tasks) is NOT creditable.

Specialized experience is: Experience applying administrative practices and procedures, gathering administrative and technical data from a variety of sources, and assisting with managing projects and programs.

FV-G: To qualify for this position, you must demonstrate in your application that you possess at least one year (52 weeks) of specialized experience equivalent to FV-F (FG/GS 5/7/9).

Specialized experience is: planning, developing, monitoring, and executing a variety of administrative programs related to office procedures/guidelines and human capital activities; and compiling data and information for reporting; identifying problems and applying analytical skills toward resolution of organizational issues or concerns.

Duties for the FV-G Level:

Performs a combination of routine and multiple and varying assignments under the general direction of a manager, project/program manager, team leader, or more experienced professional. Acts as an individual contributor and/or a member of a team for projects/programs within a defined area of responsibility. Performs, monitors and tracks a variety of administrative tasks in implementing an office's administrative programs, policies, and procedures.

Applies experience and detailed knowledge applicable to administrative processes and programs to plan and accomplish assignments. Typical assignments may include collecting and analyzing data/information; conducting research; applying policies and procedures; identifying problems; and working with higher level and lower-level professionals in day-to-day operations.

Demonstrates some independence in planning time and using assigned resources to accomplish tasks or small projects.

Serves as the office’s focal point for internal human capital activities. Coordinates with Human Resources, and generates requests for personnel and administrative actions involving recruitment, transfer, temporary assignments, promotions, awards, and various other personnel actions. Monitors and manages internal organizational processes for other areas such as travel management, time and attendance, records management, training, and employee performance.

Provides procedural information and guidance to management for assigned areas. Follows guidelines, directives and polices for assigned projects/programs. Coordinates, monitors, and executes actions required to manage the District/Technical Services/Engineering Services with regards to management of personnel action requests, employee position actions, pay and leave administrative, performance management, incentive awards, and special employment programs.

Presents briefings and executes actions required to manage the administrative programs. Interprets directives and policies for assigned projects. Provides status briefings to management. Serves as liaison between the OSS/District/Technical Services/Engineering Services and SSC/Team/Center organizations and regional office or service center. Applies experience and detailed knowledge of administrative processes and procedures to accomplish assignments, interpret guidelines and provide District/Technical Services/Engineering Services Manager and Group Manager, advice and counsel on the operation of assigned programs and the interrelationships of such programs. Follows directives and policies for assigned projects.

Contacts are primarily internal to the organizational unit, major subdivision, or LOB/SO with a manager and other employees to share information, provide data and/or written analyses, and/or explain the statuses of assignments. Depending on the specialty, may have frequent contacts with customers and other external parties on routine matters such as gathering information, explaining regulations, and discussing the customers’ situations. Serves as liaison between the OSS/District/Technical Services/Engineering Services and SSC/Team/Center organizations and regional office or service center.

Incumbent provides procedural information and guidance to management for assigned areas. Interprets guidelines, directives and polices for assigned projects/programs. Provides support for administrative management programs. Established policies/procedures provide guidance for most assignments, but allow some discretion for employee to select the most appropriate approach(es). Typically receives guidance on selecting approaches from a manager, project/program manager, team leader, or more experienced professional.

Refers problems and work issues to a manager, project/program manager, team leader, or more experienced professional when guidelines are not available or applicable.

Work typically is reviewed frequently during assignments and at completion to ensure timeliness, policy compliance, and alignment with the requirements of projects and/or other work activities. Provides regular status updates to management.

Performs other duties as assigned.

Education

Education substitution for FV-F: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree

Education substitution for the G Band: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. Education may be combined with experience to meet the one year required specialized experience.

Foreign education must be evaluated by a private professional organization specializing in interpretation of foreign education credentials or an accredited US educational institution in terms of equivalency to a degree acquired at an American college or university. A copy of the evaluation results must be included, otherwise your foreign education will not be considered.

To qualify based on education, you must upload or fax a copy of your college or university transcripts or certificates at time of application. Failure to do so will result in loss of consideration.

El Segundo, California - 35.84%. Salary range including locality is: $61,931 - $109,733

Las Vegas, Nevada - 19.23%. Salary range including locality is: $54,358 - $96,315

Security Requirements: Moderate (5): This position requires completion & favorable adjudication of a Tier 2 (T2) background investigation prior to appointment, unless a waiver is obtained and approved.
