This job is open to: 1. Current HUD Office of ???????Community Planning and Development internal employees qualifying as Status Candidates or current HUD Office of Community Planning and Development internal employees serving on a Veterans Recruitment Appointment (VRA), or 2. CTAP eligibles.
As Director CPD (Field), you will:
- Oversee the effective management of a grant portfolio, CPD formula and competitive programs which includes large metropolitan areas and significant financial investments, ensuring the timely processing of grant applications, contract execution, and compliance with statutory and regulatory requirements, as well as HUD guidelines. Grantees performance is analyzed and assessed not only for compliance carried out through monitoring but through other mechanisms such as risk assessment, grantee performance reports, and progress toward meeting goals and activities identified and carried out by grantees.
- Develop, coordinate and formulate internal and external program/policy issues that affect division operations; short- and long-term program missions, objectives, goals, schedules and functional or operational initiatives to meet new and technological developments or changes in program, legislation and/or funding requirements; program initiations/eliminations; organization structure changes; program cost reductions and improved operating efficiencies and effectiveness; budget resource allocations; and operating program planning, policies, procedures or regulations.
- Address and recommends solutions on highly controversial, sensitive or complex situations which may be presented by the HUD Regional Office Director, or issues that cross cut CPD programs and jurisdictional areas within the region. Assesses, identifies and implements interest based solutions that balance Departmental requirements with community needs.
- Plan, establish and execute procedures for optimum productivity and goal attainment through efficiently organizing the workforce and managing resources, assigning workload, exercising a full range of human capital management authority and administering resources within prescribed budgets to carry out and achieve goals identified in CPD and Departmental Management Plans. Adjusts priorities and shifts resources as necessary to accommodate new initiatives, Departmental priorities and responding to extreme or urgent situations, ensuring continuity of operations.
The official duty station for this position will be in Boston, Massachusetts. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

Specialized experience for the GS-15 is one year of experience at the GS-14 level that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
