Duties

Help
  • Serves as a writer-editor for official USDA written products and executive correspondence.
  • Writes and edits written responses to correspondence received by the President, Secretary, Deputy Secretaries, Assistant Secretaries or other officials.
  • Develops issue briefings for the President, Vice President, Secretary and Deputy Secretary based on established and agreed upon objectives, themes, and content.
  • Writes information and decision memorandum for transmittal to the Secretary and Under Secretary and prepares electronic presentations with photographs and other visuals to accompany speeches as needed.
  • Serves as a subject matter expert on effective writing.
  • Performs substantive editing/rewriting of documents written by program personnel and provides effective leadership and guidance to the OES Program Liaison Specialists and others involved in producing correspondence for the Secretary.
  • Duties described above are at the full performance GS-12 level, and duties at the GS-11 will be developmental leading to such duties.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Specialized Experience:GS-11:
Possess one year of specialized experience at or equivalent to the GS-09, or its non-Federal equivalent that includes (1) Exhibiting professional organizational skills to balance the office's writing and editing products in accordance with established workflows and shifting priorities; (2) Monitoring the statuses and progress of the correspondence workload and (3) Reviews, edits or rewrites correspondence products for adherence to agency views and policy.
OR
Completion of a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher- level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include Writing and Editing, English, Journalism, Communications, or a related field. (Must submit transcripts).

Combination of education and experience as described above. (Must submit transcripts)

Specialized Experience GS-12:
Possess one year of specialized experience at or equivalent to the GS-11, or its non-Federal equivalent that includes (1) Exhibiting professional organizational skills to balance the office's writing and editing products in accordance with established workflows and shifting priorities; (2) Monitoring the statuses and progress of the correspondence workload; (3) Reviews, edits or rewrites correspondence products for adherence to agency views and policy and (4) Collaborates with agency Staff to cohesively provided a finalized correspondence product.

Time in grade:

Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may be substituted for specialized experience at the GS-11 level as noted above.
