Duties

Serves as a program analyst for the Office of Commercial Space (AST), Safety Assurance Division (ASA-300) responsible for managing various administrative and technical functions such as safety inspections, mishap investigations and Compliance/Enforcements across multiple branches ,and Division Manager, in support of the FAA AST Headquarters. Acts as an individual contributor and/or member of a team for projects/programs within a defined area of responsibility.

Applies experience and detailed knowledge applicable to his/her discipline to plan and accomplish assignments. Demonstrates some independence in planning time and using assigned resources to accomplish tasks or small projects.

Contacts are primarily internal to the organizational unit, major subdivision, or LOB/SO with a manager and other employees to share information, provide data and/or written analyses, and/or explain the statuses of assignments. Depending on the specialty, may have frequent contacts with customers and other external parties on routine matters such as gathering information, explaining regulations, and discussing the customers’ situations.

Established policies/procedures provide guidance for most assignments, but allow some discretion for employee to select the most appropriate approach(es). Typically receives guidance on selecting approaches from a manager, project/program manager, team leader, or more experienced professional. Refers problems and work issues to a manager, project/program manager, team leader, or more experienced professional when guidelines are not available or applicable.

The incumbent will provide program support and assist managers and professional staff; under general direction from management, in accomplishing such programs as; Title 14 CFR PART 400 Commercial Space Transportation, Compliance Monitoring, Mishap Investigation, and Enforcement. The incumbent works with more experienced professionals to accomplish tasks. Work typically is reviewed frequently during assignments and at completion to ensure timeliness, policy compliance, and alignment with the requirements of projects and/or other work activities.

The incumbent, under general direction of Management or Lead Inspector, works with AST’s safety inspectors on the compilation of data and analysis needed for upcoming inspections and follow up coordination after an inspection. This includes, but not limited to, gathering technical data collection, compiling data on mishap investigations, non-compliance actions, enforcement decision process worksheets (EDPW), inspections reports and inspection letters.

The incumbent gathers, reviews and inputs technical data in preparation of bi-monthly reports, monthly dashboard requests and safety program tracking. The incumbent compiles, tracks and analyzes data utilizing available data tracking tools. They will submit various reports based on their review and analysis. In addition, they will provide support as needed for the Mishap Investigation and Enforcement Programs.

Maintains action log and reports on effective dates, clearance requirements, and other statistics such as congressional correspondence, document reviews, monthly reports, etc.

Reviews and processes travel arrangements and serves as timekeeper for the Division and/or branches.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-F, FG/GS-9 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE IS DEFINED AS:

  • Experience utilizing database systems and other electronic media to enter, revise, track and store information.
  • Experience conducting research and collecting data and information concerning work processes, administrative and technical programs or procedures from various sources, such as database systems, manuals, policies, procedures, and other means to prepare reports and papers and respond to inquiries.
  • Experience preparing responses to technical and non-technical requests for information.
