WHAT YOU'LL BE DOING DAY TO DAY

As a Contract Specialist, you will use your knowledge of and experience with the Administration for Strategic Preparedness and Response to optimize business results and customer experience to:

  • Coordinates contract management activities consistent with Federal Acquisition Regulation (FAR) guidance, other applicable policies and regulations, and contractual agreements.
  • Performs contract administration functions and cost/price analysis for assigned acquisitions.
  • Maintains a continuing interchange of information and coordination of activities related to procurement in the form of reports, statistics, commentaries, and negotiations.

Qualifications

WHAT WE ARE LOOKING FOR

Basic Requirement: You must meet one of the items listed below (A or B):

A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years' experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position AND Completed a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (Must submit transcript/or multiple transcripts)

OR

B. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Note: You must submit your SF-50 or multiple SF-50's dated January 1, 2001 to meet the exception.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

GS-12 Grade level:


Specialized Experience: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing three (3) of the following:

  1. Preparing documentation needed to support negotiation and/or award of contracts.
  2. Reviewing progress reports and invoices based on contract provisions.
  3. Preparing documents for contract modifications and/or issues associated with settlement proposals.
  4. Performing cost/price analysis including review of cost breakdowns to determine reasonableness and conformance to applicable regulations, directives, or policies.


GS-13 Grade level:
Basic Requirement: You must meet one of the items listed below (A or B):

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing three (3) of the following:
  1. Conducting pre/post award actions sufficient to procure and/or administer contracts for equipment or services.
  2. Drafting final decisions within delegated authority on contractor disputes and claims.
  3. Participating in procurement planning to develop objectives in terms of competition and price range including pricing arrangements, subcontracting policy, and set-aside policies.
  4. Conducting negotiations on price, technical requirements, and term/ conditions of contracts.
