The primary purpose of the position is to provide photographic and video, audiovisual, graphics and digital products in support of outreach and other public affairs programs. The position will also provide reproduction and printing in support of direct and indirect patient care and research, and administrative support and management of the outreach program, including purchase card holder activities. The position will apply the appropriate rules/regulations used in conducting U.S. Departments of Veterans Affairs (VA) and Defense (DoD) business.
Major duties include, but are not limited to:
Provides professionally designed posters, advertisements, pamphlets, handbooks and other print and digital informational materials, as required to support of outreach programs and other communication objectives.
Coordinates with subject matter experts to interpret imagery requests and translate them into clear, realistic, and technically-sound photo and video imagery that meets the customer's needs. Uses and applies current broadcast standards for video production design techniques and artistic ability to produce effective audio/ visual presentations and programs based on desired audience and outcome.
Supports reproduction services at the FHCC, which includes coordinating reproduction requests to determine appropriate materials and methods of reproduction. Some reproduction is completed in- house by the Visual Information Specialist, and some is contracted out through contract vendors/ GPO.
Operates video and audio recordings, editing, equipment set-up and take down, lighting, sound, production, pre and post editing for on-site and off-site events and activities.
Plans, coordinates, and supports participation of staff in community events, such as resource fairs, with the goal of maximizing engagement with existing and potential patients to inform them about care and services at Lovell FHCC. Plans and coordinates the production and/or purchase of materials needed for outreach activities in the community, in collaboration with the public affairs specialists and the programmatic offices that conduct outreach functions, such as the Minority Patients Program.
Serves as a Government Purchase Card holder. Maintains operating material inventories, and requesting departmental supplies, while keeping within the fiscal year budget allocations. Uses established record management procedures to name, catalog and properly file information and digital imagery.
Processes support requests and works with customers to ensure requests are properly filled out. Ensures consent forms for internal and external use of pictures, video and voice are properly completed and filed, while maintaining adherence to the provisions of HIPPA, The Privacy Act and Freedom of Information Act to maintain patient privacy and safeguard of sensitive information. Ensures printed products adhere to the Department of Veterans Affairs Tier 1 Graphic Standards. Safeguard's passwords, PIV card, keys and other means to ensures both physical and computer security.
Provides occasional support to Webmaster, to administer operations and maintenance of a complex Internet and Intranet environment.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

The Captain James A. Lovell Federal Health Care Center (FHCC) is a first-of-its-kind partnership between the U. S. Department of Veterans Affairs and the Department of Defense (DoD), integrating all medical care into a federal health care facility with a single combined VA and Navy mission.
Lovell FHCC is located in North Chicago, Illinois, and was established on Oct. 1, 2010 when the former North Chicago VA Medical Center (VAMC) and the former Naval Health Clinic Great Lakes (NHCGL) merged their resources and services. A combined mission of the health care center means active duty military, their family members, military retirees and veterans are all cared for at the facility.
