Summary

As a Program Analyst, you will develop, manage, and administer policy guidance and tools for both internal and external customers through ongoing program review of procedures. 

Location of position: 

General Services Administration (GSA), Federal Acquisition Service (FAS), Office of Strategy and Innovation (OSI).
Duty location to be determined following selection.

Duties

Help

  • Evaluates, plans, and directs the analytical and evaluative work for critical functions related to the development and presentation of plans related to matching business requirements to systems and technology solutions.
  • Integrates results of various studies and analyses into comprehensive technical briefings, reports, and technical papers.  
  • Identifies and collects necessary data including legislative and program data and interviews with senior management, program officials, employees and supervisors; assembles and assesses information gathered; formulates findings, conclusions, and recommendations.
  • Provides authoritative guidance and leadership to programs impacting one or several major services. 
  • Plans, organizes, and carries through to completion analytical studies involving issues related to key agency programs.

Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 4 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position
  • Serve a one year probationary period, if required

The GS-14 salary range starts at $122,198 per year.  Locality pay will be determined once the selectee's duty location has been established.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. 

Specialized experience is experience with program management to set the strategic direction of the organization that includes the following: 

  • Analyzing and measuring the effectiveness, efficiency and productivity of administrative or technical programs;
  • Overseeing workforce and other related studies, coordinating and analyzing findings and making recommendations on substantive programs.
  • Identifying or developing metrics to measure success of initiatives and using quantitative and qualitative data to determine if success has been met.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems
  • Knowledge of a wide range of government administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs
  • Expert skill in planning, organizing, and directing team study work and to negotiate effectively with management to accept and implement recommendations where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied.
  • Expert knowledge of program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
