The BLS headquarters is currently located in Washington, D.C. but is in the process of relocating within the National Capital Area to the Suitland Federal Center in Suitland, Maryland. If selected for this position, your assigned duty station will be Washington, D.C with the option to telework from an approved telework site within the locality pay area of Washington, D.C./Baltimore/Arlington while the future headquarters is being built. Upon completion of the new headquarters offices in Suitland, MD, you will be required to report onsite to the Suitland Federal Center for some portion of each pay period after receiving notification to do so.

Duties include, but are not limited to the following:

  • Participates in planning, designing, developing, and implementing state-of-the-art data science applications, models, technologies, and guiding principles for data use and analysis in direct support of the Bureau of Labor Statistic's mission and programs.
  • Coordinates and integrates activities on the exploration, acquisition, development, and implementation of data science tools and applications. Projects include scientific, statistical, natural language processing, web scraping, and predictive techniques (e.g., regression analysis, statistical analysis, modeling, mathematical programming, machine learning, and data visualization).
  • Participates in designing, implementing, and evaluating large, complex analytical applications, projects, and studies, applying a combination of computational and machine learning methods to new or Big Data using next-generation analytical tools.
  • Assists senior specialists in presenting findings in the most relevant format, including text, graphs, charts, tables, and models.
  • Assists in the development and integration of data mining capacities using algorithms as well as structured databases to achieve the insight and perform predictive analytics on these data. Implements common data standards and metadata schema for discoverability and interoperability of data.
  • Assists senior specialists in evaluating cutting-edge technological advances in products and technologies related to data and information technology sciences (e.g., cloud-based data-analytical frameworks and platforms; interoperability among platforms, ontologies/vocabularies, and other systems; and data warehousing technologies). Maintains awareness of applicable information technology and security support policies and processes to help serve the organization's program activities.
  • Provides support as a member of a team to state-of-the-art research and in the development, modification, and utilization of applications; data analysis and interpretation; database design and development; and troubleshooting and guiding the effective use of applications, data management and visualization tools, and emerging technologies in support of agency programs. Uses available or customized data science applications, analytical models, and computational routines to perform analysis of large experimental data in a multi-relational and integrated manner, and to apply parallel computing to computationally intensive and data-intensive tasks such as multi-threaded algorithms for complex analytical applications.

Qualifications

BASIC REQUIREMENTS:

A) Degree: Mathematics, statistics, computer science, data science, or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

OR

B) Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

SPECIALIZED EXPERIENCE:In addition to the above basic requirements, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-07, in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. Examples of experience indicators at this level include performing ANY of the following activities described below:

  • Writing SQL queries to extract, manipulate, and analyze data from relational databases (e.g., SQL Server, Oracle, MySQL)
  • Working with relational database concepts such as keys, indexes, stored procedures, and views
  • Building or assisting with building web-based or desktop graphical user interfaces using frameworks/libraries (VB, Python)
  • Developing Python or R scripts that execute SQL statements and retrieve data from database

OR

Education Substitution:

GS-9: Two (2) years of progressively higher level graduate education leading to a master's degree, or master's or equivalent graduate degree.

OR

Combination of Education and Specialized Experience:

GS-9: Graduate education (more than one year but less than two) and specialized experience as required for GS-09 (less than one year) that when combined totals one year. Only graduate education beyond the first year (18 semester hours or quarter hour equivalent) can be combined with experience to total one year.
