Duties

Help

The incumbent serves as Financial Manager, working under the Director of Administration and will be expected to operate with limited oversight.

Duties performed:

  • Maintains a continuous review of the status of obligations, agency budget, and disbursements and conducts ongoing analyses and interpretation of financial data in the general ledger to determine if the information is accurate and complete.
  • Analyzes accounting and budgetary operations and financial reporting systems; validates financial data; develops periodic and special reports to identify trends, anomalies, or challenges; prepares budget and financial reports; and develops solutions and resolves accounting discrepancies in reported data.
  • Develops and maintains productive working relationships both internally and externally to facilitate completion of Inter-Agency Agreements, G-Invoicing, IPAC approvals, annual audit reports, government purchase and travel card programs, and contracting-related documents.
  • Assists with Board travel, to include processing travel vouchers and authorizations.
  • Independently investigates a variety of technical finance and accounting problems and/or situations develops financial policies and internal controls; implements financial-related guidance prescribed by the Government Accountability Office, Treasury, Office of Management and Budget, and other lead agencies; and recommends alternative actions, corrections, or solutions.

Qualifications

Basic Requirement

In order to qualify for this position, applicants must fulfill one of the basic requirements below:

A. Possess a degree in accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

B. Have a combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting.

In addition to the Basic Requirement above, you must meet the Specialized Experience below:

GS-13: Applicant must have at least one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
  • Evaluating program budget requirements and developing financial activities to recommend changes to long and and/or short-range plans;
  • Preparing written justification and/or other documentation needed to support funding; and
  • Preparing, reviewing and/or analyzing contract related documents to find and correct discrepancies in financial records.

GS-14: Applicant must have at least one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
  • Drafting financial regulations, policies, and/or regulatory guidance;
  • Reviewing proposed operational changes for financial impact;
  • Developing financial policies and controls for a program; and
  • Developing criteria for financial tracking plans, reports and/or analytical data to support budgetary formulations or adjustments.
