This announcement is open to the following Applicants: Internal Applicants: VA Applicants located at the facility level (John Cochran and Jefferson Barracks). Proper documentation is required.
Responsible for the coordination, activation and implementation of activities associated with replacement clinic projects and associated VA provided material and equipment. Works with leadership to coordinate space and equipment planning from conception through activation through an in-depth knowledge of use requirements and availability of resources to fulfill these requirements. Ensures that finished plans are formulated in accordance with and comply with commercial building codes, safety and environmental guidelines and the VA master specification for all renovation and new construction projects. Gathers data from multiple services to determine project requirements and scope of work. Acts as liaison between contracted design firms or VA engineering and end users/customers. Develops and maintains cost estimates in coordination with design consultants and works with construction contractor to track and project progress and milestones. Coordinates schedule with multiple support and clinical services to ensure timely activation of space is achieved. Coordinates equipment procurement and commissioning with owning services as well as supply chain management. Oversees space activation with construction contractor and or lessor to ensure building system functionality and compliance with
all applicable building codes, life safety codes, and VA directives.
Develops and maintains a room-by-room complete equipment and material listing with costs and procurement and installation timelines utilizing a variety of computer programs. Responsible for contacting the numerous services to deconflict schedules, ensure the plan is executed in the field,
and coordinate unforeseen issues to keep the activation on schedule. Communicates budgetary needs for activation with VASTLHCS Budget and Engineering Service. Coordinates the set-up of temporary operations, storage and installation of new furniture and equipment, ensures VA
provided equipment and supplies are ordered on time, and coordinates turn in of old equipment and furniture. Ensures user group review and input on both VA provided and contractor furnished equipment and supplies.
Maintains effective and efficient lines of communication with the Associate Chief, Planning & Activations (ACPA) team, Strategic Planner, Facility Planner, and appropriate Medical Center personnel in the planning and phasing of assigned projects and construction activities to ensure (1) construction activation progress remains on schedule, (2) adequate safety precautions are taken to protect patients, visitors and staff, while the activation process is underway, (3) construction phasing and progress has as little deterrent effect as is realistically feasible on those involved in providing direct patient care, (4) staff, service organizations and the community are kept informed on space/clinic activation progress, (5) significant problems are communicated on a timely basis to Executive Leadership, and (6) equitable solutions are worked out to the mutual satisfaction of the ACPA of the activation team, Contracting and VASTLHCS.
The Activation Coordinator is responsible for informing the ACPA of any significant changes regarding space reassignments and changes in functional use of space. This is necessary to integrate all major planning and construction activities coherently and to coordinate changes with entire team. Responsible for the overall management, control, coordination, and execution of construction projects.
Manages data and design elements and report forms utilizing a variety of electronic and computerized equipment and software. Utilizes statistical, cost analysis, and industrial engineering techniques as needed to review trends and make recommendations regarding policies, workflow changes, schedule updates, and changes in the overall goals of the activation program.
Performs other related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. The issues or problems deal with readily observable conditions, written guidelines covering work methods and procedures such as performance and production standards, and information of a factual nature. Included at this level is knowledge of the theory and principles of management and organization, including administrative practices and procedures common to the organization, such as those pertaining to areas of responsibility, channels of communication, and delegation of authority. Assignments typically involve using qualitative and quantitative analytical techniques such as: literature search; work measurement; task analysis and job structuring; productivity charting; space planning; development and administration of questionnaires; and flowcharting of work processes. Demonstrate skill in conducting interviews to obtain information about organizational missions, functions, and work procedures.

Ability to analyze problems and present both written and oral recommendations taking into full consideration the wide range of factors and requirements which affect the management of the health care delivery system. Skill in applying complex fact-finding, analytical, and problem-solving methods and techniques associated with management to include standard setting, work measurement, work simplification, methods of study, flow processing, etc., as well as an understanding of financial control management

Physical Requirements: The work is mostly sedentary, but will involve frequent walking, bending and occasional lifting of up to 30 pounds during the activation process. The work is primarily performed in an office setting but will require clinic site and occasional travel, especially after the completion of construction and prior to clinic openings. Travel will also be required for the close out of existing space/clinics.

This occupation is being considered for a Veterans Health Administration enterprise-wide Critical Skills Incentive (CSI). Candidates may be eligible for a lump sum CSI. The amount of lump sum CSI is determined based on appointment date and may be pro-rated as determined by the end date of the CSI.
