Duties

Help

Major duties for this position include:

Equal Employment Opportunity Claims and Conciliation Program Management (50%)

Performs a wide range of complex assignments requiring interpretation and application of AOC Conciliation program, and EEO laws, regulations, principles, concepts, techniques and guidelines for all EEO functions within the AOC. Responsible for providing expert advice and leadership in carrying out Agency policies and programs of nondiscrimination and affirmative employment.

Serves as a counselor for claims processing. Provides guidance to employees, leadership, supervisors and managers on the avenues of assistance and EEO and non-EEO rights and claims processes.

Receives and processes contacts, claims, management referrals and hotline complaints in accordance with all regulations governing the administrative procedures.

Establishes facts, analyzes and evaluates complaints. Conducts investigations of  EEO and non-EEO claims and management referrals when assigned. Maintains full accountability and status of all assigned cases. 

Provides logistical support to AOC’s contract investigator when assigned. Monitors contractor progress for assigned cases.

Dispute Resolution Program Management (25%)

Serves as an impartial third party providing dispute resolution services such as conflict coaching, mediation and group facilitation. Performs research and gathers information to understand the overall context of the dispute including general information concerning the parties and other necessary or useful background facts or information.

Assists work groups to identify the root causes of conflict in the work environment and develops solutions to address the cause.

DI/DR Program Support (25%)

Serves as an advisor, making recommendations on EEO projects and working on special projects to promote affirmative employment objectives.

Assists in the collection and analysis of workforce data to identify EEO-related barriers. Reviews policies and procedures, and AOC programs as required to ensure equitable consideration of employees. 

Supports AOC’s Special Emphasis efforts, assisting in the development of commemorative programs and observances, assisting in identifying and addressing attitudinal and procedural barriers preventing the full and productive employment of all applicants and employees, regardless of sex, ethnicity or disability.

Participates in recruitment planning and outreach events and a variety of events geared towards employment of persons who are disabled.

Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to the GS-12 grade level in Federal service. 

Specialized experience includes the following (the applicant must meet a minimum of four (4) specialized experience qualifications):

(1) Comprehensive and thorough knowledge of laws, equal employment opportunity policy and procedures, rules, regulations, and precedent legal and administrative decisions related to personnel management.

(2) Demonstrates a broad range of fact-finding, investigative, and analytical techniques requiring decisions in interpreting varied and complex factual situations in the context of the requirements of laws, regulations, or policies.

(3) Experience with a dispute resolution program, which includes services such as conflict coaching, mediation, and group facilitation.

(4) Experience in conducting barrier and statistical analysis, resulting in action plans that promote outreach and increase minority participation and retention rates.

(5) Experience interpreting and applying guidelines in the context of employee complaints, claims, and surrounding organizational circumstances.

  • Skill in designing and implementing conflict resolution practices and procedures.
  • Knowledge of the Federal Human Resources (HR) policies and procedures including recruitment and placement, employee relations, job evaluation and employee training and development.
