This position is located within the Office Of Domestic Operations, National Visa Center division (CA/VO/DO/NVC).  Within CA, the Visa Services Office (VO) encompasses all aspects of visa policy, procedures, and information related to U.S. visa adjudication for foreign citizens, who apply at U.S. Embassies and Consulates, seeking to come to the United States.

Duties

Help
  • Identifies and translates complex data analytics concepts, findings, and limitations into concise, written and graphical data analysis in order to evaluate the effectiveness of program operations.
  • Performs analyses to identify effective administrative processes and those that are ineffective across bureau and /or Department lines.
  • Assesses progress of contractors towards achieving goals; Assesses project risk through continuous monitoring and communication with contractor, leadership, and customer stakeholders.
  • Provides technical advice in the collecting, analyzing, interpreting and communicating insights from data; Provides internal and/or external data analyses methodological or system reviews, studies, projects, and data validation efforts.
  • Researches and designs presentations and interpretations of analytical outputs tailored to specific audiences.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement. 

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience developing data-driven solutions to address program challenges.
  • Experience identifying and translating complex data analytics concepts, findings, and limitations into written and graphical data analysis to evaluate the effectiveness of program operations.
  • Experience training others on the development of data-driven project monitoring and evaluation plans.

There is no substitute of education for specialized experience for the GS-14 position.

  • Ability to use a variety of analytical methods to assess and evaluate programs and/or management practices.
  • Knowledge of statistical methods and software to analyze surveys.]
