Duties

Help

As an Equal Employment Manager, you will serve as a Civil Rights subject matter and program expert, for the United States Coast Guard's (USCG) Region 3 or Region 4 and will participate in the development and implementation of program policy.

Being a CG civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Planning, managing and developing broad equal employment opportunity programs and practices with agency-wide impact.
  • Providing day-to-day leadership and program management of Civil Rights, Equal Employment Opportunity/Equal Opportunity program functions (EEO/EO), and community outreach programs. Serving as the primary technical authority regarding evolving legal mandates, regulatory guidance, and sensitivity of such requirements upon the workforce.  Advising and assisting head of commands/unit, managers, supervisors, committees, employees, and applicants on procedural EEO/EO Program issues and requirements.
  • Exercising technical and administrative responsibility for assuring that the Civil Rights program establishes a workforce environment where proactive measures are implemented in association with unit/command staffs on EO/Civil Rights issues. Conducting comprehensive review and evaluation studies of EEO/EO operations and provide technical assistance.
  • Developing and implementing short and long-range goals and objectives to ensure and monitor compliance with EEOC MD-715 and other affirmative employment reporting requirements. Developing plans, procedures, and reports; briefing senior leaders and management officials; identifying organizational initiatives.
  • Administering the EEO/EO complaints processing program; facilitating investigations; promoting and facilitating Alternative Dispute Resolution (ADR); conducting informal negotiations; drafting and reviewing settlement documents.
  • Planning and preparing reports or other working documents related to complex program issues for major USCG programs by utilizing an in-depth knowledge of the technical aspects and management structures of the organization, collecting, synthesizing, reviewing for technical content and accuracy, and preparing in final form written, graphic arts, and oral briefings.

All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.

Qualifications

At the GS-13 level: Applicants must have at least one year of specialized experience equivalent to the GS-12 level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. 

Specialized experience must include:

  • Interpreting and applying current Federal Equal Employment Opportunity (EEO) regulations, statutes, executive orders, court decisions, and dispute resolution processes; AND
  • Processing EEO complaints, including conducting EEO counseling; AND
  • Promoting and utilizing Alternative Dispute Resolution techniques to resolve complaints of discrimination; AND
  • Drafting and preparing written documents related to EEO and civil rights; AND
  • Providing advice, guidance, and assistance to customers on civil rights program policies and procedures.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience,
