All presently employed permanent/indefinite employees within the Idaho Army National Guard.
Plans, develops, directs and manages training programs through subordinate employees who in turn provide day-to day operations for the Regional Training Institute (RTI). Develops policies, supplemental operating instructions and directives, ensuring that established admission standards, academic standards and leadership standards are adhered to and continually monitors the operation of the RTI to ensure effective and efficient operation. Responsible for testing, screening and selecting officer candidates, non-commissioned officer school students and special school students. Ensures standardized courses are taught in accordance with Army regulations and directives. The training programs are Officer Candidate School (OCS) and Non-Commissioned Officer Education System (NCOES). Resident, satellite, and five or more complex goal oriented instructional programs are provided by the RTI.
Coordinates school requirements and maintains liaison with NGB, proponent schools, active military installations, and other agencies concerning execution and conduct of training programs. Serves as the command's primary quality assurance action officer.
Prepares and provides justification of budget estimates. Reviews and analyzes program plans and information through such sources as programs of instructions, special school requirements, student performance standards, etc. Based upon review and analysis, predicts program needs within available resources. Assures that proposed programs conform to state, TASS proponent schools, and NGB requirements. Prepares justification and develops documentation for training program programs.
Responsible for procurement, accountability, currency and storage of training aids, visual aids, school and staff library, other training materials, supplies and equipment required to support the RTI.
Procures instructors, tactical officers, training of non-commissioned officers, additional staff, and other support personnel, for the planning and conducting of OCS, NCOES and special schools, and, provides guidance for the staff, faculty, and support personnel. Responsible for the continuing educational development and evaluation of the staff and faculty.
Recruits functions for the RTI. Maintains contacts with public officials, civic groups, veteran organizations, schools and full-time recruiters. Represents the RTI by attending public functions, to promote a sound information and public relations program including planning and conducting of formal graduation ceremonies.
Supervises/manages assigned and attached personnel. Oversees the preparation and maintenance of personnel records for students, historical files and evaluation of examination results and counseling of students. Ensures line of duty, accident, and other investigations are properly andtimely prepared and submitted; the timely and correct preparation and submission of officer andenlisted evaluation reports; preparation of orders and pay package for students, staff, and faculty; and the timely submission of routine and special reports.
Complies with equal employment opportunity and affirmative action plans, energy conservation programs, and implementation of field sanitation and troop health programs. May serve as a member of the academic board when designated. Responsible for maintenance of board records to include minutes and statistical data. Conducts briefings at all levels as required.
Serves as a member of the RTI Advisory Council to develop changes to NGB publications, which affect operations of the institute.
Plans and assigns work to be accomplished by subordinates. Sets priorities and prepares schedules for completion of work. Makes assignment based on priorities, difficulty, andrequirements of the assignment and the capabilities of individual employees. Monitors andevaluates employee performance. Assists employees in reaching performance goals. Informssubordinates of agency policies and programs. Hears complaints and grievances fromemployees. Resolves those, which can be informally resolved, and/or makes recommendationsfor resolution to appropriate deciding official. Identifies developmental and training needs ofemployees and provides or obtains training. Approves and/or disapproves leave requests.
Promotes acceptance and adherence of programs such as Equal Employment Opportunity, Federal Women's Program, Physically Handicapped, Labor-Management Relations, and other similar special emphasis programs. Maintains an effective position management program. Assures position descriptions are accurate and positions are operating as intended.
Supervises and reviews Army Training Readiness Requirements (operational requirements) and all automated data processes, programs and functions.
Performs other duties as assigned.

GENERAL EXPERIENCE:
The GS-1712 series covers positions concerned with administration, supervision,training program development and evaluation in a program of training when the paramountrequirement of the work is a combination of practical knowledge of the methods and techniquesof instruction and practical knowledge of the subject matter being taught. This position meetsthese requirements in that it requires practical knowledge of the regional training instituteprograms sufficient to ensure that students are taught military skills to qualify them as an officer or non-commissioned officer. The position is responsible for the administration of the training institute and the accomplishment of its mission.
SPECIALIZED EXPERIENCE:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
