The employee serves as a Supervisory Team Lead in the Project Management Division (TPM-21) of the Office of Capital Project Management (TPM-20) which is within the Office of Program Management (TPM). As a Supervisory General Engineer, you will:
Manages and supervises a diverse team of employees performing work graded at the GS-14 level and below by providing guidance and technical direction necessary for accomplishing work assigned to staff. Provides direction in exploring alternatives and determining what improvements can be made to work methods, processes, and procedures.
Identifies, distributes, and balances workload and tasks among employees in accordance with established workflow, skill level, and/or occupational specialization. Makes adjustments to accomplish the workload in accordance with established priorities to ensure accurate, quality and timely accomplishment of assigned tasks.
Serves as a coach, mentor, facilitator, and/or negotiator in coordinating staff initiatives, continuous process improvement, consensus building activities and resolving conflict among staff members. Resolves simple, informal complaints of employees and refers others, such as formal grievances and appeals to appropriate authorities.
Develops timely performance plans for subordinate employees that are aligned with the agency’s organizational goals and objectives and appraise employees' performances realistically against clear, measurable standards of performance including providing continuous feedback to employees concerning their performances.
Ensures effective management of resources including financial and physical resources (within one’s control) that prioritizes critical goals and facilitates effective accomplishment of assigned tasks.
The ideal candidate is a senior-level professional with strong leadership skills, who is capable of managing diverse staff, fostering teamwork, collaboration, and accountability; and with experience in providing oversight of complex projects.
CONDITIONS OF EMPLOYMENT:
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.
To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:
Experience leading or advising the work of other employees.
Experience leading or performing program analysis and business process improvements including analyzing, evaluating and proposing recommendations to engineering and project management problems, and presenting the findings to other employees or senior management officials.
Experience leading or providing engineering and project management oversight of complex projects.
Experience leading or developing standard operating procedures, program circulars, guidelines etc. to support business processes.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Planning, Managing and Evaluating: Organize work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other offices to accomplish goals; monitors progress and evaluates outcomes.
Project Management and Oversight: Advanced knowledge of the principles, methods, or tools for providing oversight of projects and managing resources, including monitoring performance of projects and providing recommendations for actions.
Problem Solving and Sound Judgment: Deal and resolve project issues as well as minor conflicts among team members and other stakeholders in a timely manner; and using sound judgment in identifying and raising issues that need resolution with senior management involvement.
Oral and Written communication: Make clear and convincing oral presentations. Listens effectively; clarifies information as needed. Writes in a clear, concise, organized, and convincing manner for the intended audience.
