Summary

This position is located in the Executive Resources and Performance Management Division, Office of Civil Service Talent Management, Bureau of Global Talent Management(GTM/CSTM/ERPM). The incumbent will perform operational, advisory, policy analysis, and program review of any of the following program areas: Senior Executive Service (SES) recruitment; performance management; Presidential Appointees and Non-Career SES; Position Management/Classification for Executive Development.

Duties

Help
  • Plans, oversees, integrates, implements and evaluates the Departments policy and operations with regard to executive resources, political appointments, performance management, position management and classification.
  • Assists in creating long range policies to address unprecedented issues in executive resources that require the generation of Human Resource innovations, concepts or principles that lead to department wide developments and changes.
  • Reviews, modifies, approves, or rejects proposals for changes to functions, structure, procedures, or policies and participates with higher management making decisions on major changes in work plans operations.
  • Consults with Division Director Executive Resources and Performance Management Division, the CSTM Director/Deputy, the Deputy Assistant Secretary for Human Resources and the departments Executive Resources Board.
  • At the GS-13 level, the incumbent performs essentially the same duties as above; however, the scope and complexity of assignments are of less responsibility and independence and receives closer supervision than the GS-14 level.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. 

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5 CFR 300, Subpart F.

GS-13

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience supporting executive resource programs in the areas of recruitment, classification and performance management for Senior Executive Service (SES)/Senior Level (SL) positions.
  • Experience developing and interpreting Human Resources policies, program objectives and procedures governing Political Appointments (Schedule C) and/or the SES positions to advise human resources offices.

There is no substitute of education for specialized experience for the GS-13 position.

GS-14

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience providing consultation on recruitment/career management services for executive level positions.
  • Experience developing and implementing program objectives and procedures governing Political Appointments (Schedule C) and/or SES/SL/ST positions.
  • Experience providing advisory services in the areas of SES performance management, position management (executive resource allocations) and classification rules, regulations and practices to internal and external customers.

There is no substitute of education for specialized experience for the GS-14 position.

  • Knowledge of, and skill in applying, a wide range of advanced federal HR principles, concepts, laws regulations and practices.
  • Knowledge of HR functions for the following executive resources: Senior Executive Service (SES), Senior Level (SL), Scientific and Professional (ST) and Political Appointments (Schedule C).
  • Skill in oral and written communication to develop guidance/policy papers, and conduct training/briefings, etc.
  • Ability to provide advisory services with program management.
  • Ability to to provide management consultative service involving the full spectrum of HR functions (e.g., recruitment and placement, position classification, employee performance and executive development).
