Selectee(s) will report to an assigned DOL office location on a regular basis and be eligible for telework as determined by agency policy. This is not a remote position. Offices are located in Washington, DC; Beckley, WV; Pittsburgh, PA; Boston, MA; New York, NY; Philadelphia, PA; Atlanta, GA; Cleveland, OH; Chicago, IL; Kansas City, MO; Cincinnati, OH; Denver, CO; Lakewood, CO; Dallas, TX; San Francisco, CA; Seattle WA; Jacksonville, FL; Arlington, VA; Sandy, UT and Triadelphia, WV. For specific locations, see: DOL offices. Advertised salary reflects the pay range for the above locations. Upon selection, salary will be set in accordance with the selectee's assigned duty location.

Major duties for this position include, but are not limited to:

  • Identify enterprise valuable data sources and automating collection processes.
  • Undertake leadership of pre-processing of structured and unstructured internal and external data and analyzes large amounts of information to discover trends and patterns.
  • Lead the collaboration with engineering and product development teams to establish mission-driven use cases with agency leads across DOL and the federal government.
  • Serve as an expert and consultant for assessing urgent project and program requirements, managing priorities and workload, developing policies, standards and guidelines related to the Department's architecture and technology programs.
  • Maintain a continual awareness of the status of the current project and contract tasks to guarantee the necessary responsiveness to highly critical requirements.
  • Manage a portfolio of IT investments that align with the overall needs of mission and enterprise priorities.
  • Performs other duties as assigned

Qualifications

Applicants must have IT-related experience demonstrating each of the four competencies listed below:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled.

Qualifying specialized experience for GS-13 includes:

  • Experience in Computer Science, Engineering, and cloud computing or related field that has been applied towards data science projects.
  • Experience applying data preprocessing and wrangling techniques to transform and combine data of different formats and sources into an appropriate design. This includes defining the policies, procedures, models and technologies to be used in collecting, organizing, storing and accessing enterprise-wide agency information.
  • Experience analyzing complex datasets and reporting findings to non-technical stakeholders through reports and presentations.

This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.
