As the Senior Bi-Lingual Digital Media Specialist the incumbent for this position initiates, researches, writes and distributes the materials outlined above, and others as assigned, with the goal of informing consumers about FCC rules, policies, plans and programs that benefit consumers in general and in multiple demographics. Incumbent performs extensive research, review, and analysis of priority issues, and performs original drafting and subsequent editing of written materials, in English and Universal Spanish, as assigned and on deadline to ensure timely publication. The incumbent is an experienced multi-media production professional with experience in a fast-paced work environment. The incumbent is effective at juggling shifting priorities and has responsibility for advising senior staff on how best to leverage all available consumer outreach tools to effectively and efficiently meet defined objectives.

Leads a multimedia content creation cycle, which begins with analysis (audience, goals, structure, key points), flows then to design, followed by development, testing and revision, and finally evaluation.

Plans, and produces digital content, with a strong focus on multimedia content – in English and Spanish, or an Asian American/Pacific Islander language – for FCC.gov and other CGB websites, social media and email messaging; ensures content is clear, compelling, and properly distributed across web, mobile and social platforms; and adheres to a consistent brand philosophy.

Manages translations contract for FCC consumer content into multiple languages, including translation of content for audiences with low reading levels and other demographics, older Americans and other age demographics, low-income Americans, ESL, and more. (CORE I certification required; training available.)

Works with the Office of Media Relations and the Digital Consumer Engagement Team to develop and implement strategic plans and tactics for meeting consumers where they are already engaged, including popular platforms and channels such as Instagram, YouTube, X (formerly Twitter), LinkedIn, and Facebook.

Coordinates social media feeds with the Office of Media Relations to create consumer awareness and drive traffic to the Consumer Help Center, Consumer Complaint Center and other consumer facing webpages.

Promotes FCC consumer messages regarding partners’ available channels, and cross promotion of partners’ messaging when appropriate for FCC channels.

Works in close collaboration with subject matter experts and CGB leadership, composing, editing and proofing web content; researching and vetting story ideas; and creating and managing a multimedia social media calendar based on the CAOD/WPPD editorial calendar and CGB’s digital consumer engagement initiatives.

Makes recommendations to CGB staff and senior managers concerning new web opportunities and changes in the online communications environment.

Uses G4 analytics to create content for specific demographic audiences, such as older Americans and other age demographics, low-income Americans, Tribal and ESL, and more.

Writes for weekly video consumer messaging and/or podcasting in English and Spanish, and works with internal and external contacts to promote content on appropriate channels, working to create and grow an audience.

Creates multimedia content to assure that all bureau and agency spokespersons and writers are presented with one voice on all consumer issues related to social platforms and outbound consumer messaging, including outreach email campaigns.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement.  Current Federal employees asking to be considered under Merit Promotion procedures must meet time-in-grade requirements by the closing date of this announcement.

SELECTIVE PLACEMENT FACTOR

Candidate must be bi-lingual, with fluency in writing and translating English to Universal Spanish and Spanish to English, or English to an AAPI language and AAPI language to English. Candidate must also submit a portfolio for consumer engagement on social media platforms in both English and Spanish.

IN ADDITION TO MEETING TO THE SELECTIVE PLACEMENT FACTOR CRITERIA, YOU MUST ALSO MEET THE SPECIALIZED EXPERIENCE CRITERIA OUTLINED BELOW.

Specialized Experience

GS-15

 In order to be deemed as qualified, candidates must have one year of specialized experience which is equivalent to the GS-14 grade level in the Federal service. Specialized experience is defined as follows:

1. Experience editing and producing multimedia digital content.
2. Experience engaging consumers through popular platforms and channels such as Instagram, YouTube, X (formerly Twitter), LinkedIn and Facebook.
3. Experience editing, composing and proofing web content.
4. Experience researching and vetting multimedia story ideas.
5. Experience driving traffic to popular or frequently visited web pages.
6. Experience using G4 analytics to create content for specific demographic audiences.
7. Experience writing weekly video messages and/or podcasts.

You will be evaluated for this position on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs):

  • Mastery of and proven skill in planning, writing, and editing digital content, especially social media and multimedia content, for a variety of consumer audiences; ensuring content is clear, compelling and properly distributed across web, mobile and social platforms while adhering to a consistent brand philosophy.
  • Comprehensive knowledge and awareness of current and emerging social media channels such as Instagram, YouTube, Twitter, Facebook, LinkedIn, and others, to develop and execute consumer awareness campaigns.
  • Knowledge of, and skill, using graphic design tools, such as PhotoShop, and Adobe Creative Suite, and standard Web publishing tools, such as Drupal, Wordpress and other popular Content Management Systems.
  • Demonstrated skill in writing text and editing display text for web and print content using expert knowledge to: (1) interpret and explain a variety of subjects, and write and edit materials tailored to specified media and consumer audiences; (2) develop multimedia products that articulate, interpret, and explain programs and other information; and (3) develop shareable digital content presentations.
  • Comprehensive knowledge and skill to effectively communicate in writing and speech, using interpersonal acumen to employ basic computer and communication technology skills.

As this position is being advertised under DEU and Merit Promotion hiring procedures, applicants will be rated on the extent and quality of experience and education relevant to the duties of the position using the hiring procedures outlined below.

How You Will Be Evaluated-DEU Hiring Procedures

The FCC determines the BEST QUALIFIED CANDIDATES based on the major job related competencies and evaluation of your knowledge, skills, and abilities reflected in your application and supporting documents using the CATEGORY RATING PROCESS. Time in grade restrictions do not apply to DEU hiring procedures.

All eligible applicants under Delegated Examining (DEU) will be placed in one of the following three categories:

1. Highly Qualified (Score 90-100) - the applicants possessing a background that demonstrates a superior level of major job related competencies and possession of all evaluation criteria;

2. Fully Qualified (Score 80-89) - the applicants possessing a background that demonstrates a satisfactory level of major job related competencies and possession of the evaluation criteria; and

3. Minimally Qualified (Score of 70-79)- the applicants possessing only the specialized experience described in the vacancy announcement. An automated score is administered based on the on-line application process used.

Eligible applicants will receive a numerical rating based on their responses to the job specific questions for this position. Application of Veterans Preference: The category rating process does not add veterans' preference points or apply the "rule of three" but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. Preference eligibles who meet the minimum qualification requirements and who have compensable service-connected disability at least 10 percent MUST be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.

A selecting official may make selection from the highest quality category ("HIGHLY QUALIFIED") provided no preference eligible in that category is passed over to select a non-preference eligible in the same category. Merit Promotion Procedures

Applicants under Merit Promotion will be considered in accordance with the agency's merit promotion plan and union agreement. Time in grade restrictions apply.

Under Merit Promotion procedures, applicants must meet the qualifications criteria and receive a score of 90 or above in order to be deemed as BEST QUALIFIED.  Candidates who ask to be considered non-competitively only have to receive a score of 70.
