Help
  • Provides managers and employees with advice, information and interpretations of labor programs, policies, procedures, and guidelines, when the issues require substantial interpretation.
  • Provides managers and employees with complex advisory services regarding organization's employee conduct and performance management, benefits administration, and other work life programs, procedures, practices, policies, and guidelines.
  • Serves as a technical advisor or management representative in cases with potential impact on a labor relations program area in a major organizational segment, such as a Bureau or independent.
  • Communicates organization-wide labor relations policies and procedures.
  • Prepares management negotiating team for controversial issues and advises negotiating team members on the interpretation and applicability of arbitration decisions and precedent decisions to local situations.
  • Provides managers and employees with advice, information and interpretations of labor programs, policies, procedures, and guidelines, when there is potential for controversy, or when the issue involves more than one area of Human Resources policy.

  • These are Testing Designated Positions (TDP's) under the Agency's approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.

Specialized Experience:

GS-13


To qualify for this GS-13 position, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of minimum qualifying specialized experience equal to the GS-12 level include performing the following types of tasks on a regular and recurring basis: A) Draft counseling, warning, and disciplinary action letters for management to issue to employees; B) Advise supervisors and managers on how to efficiently address issues of workplace misconduct and poor performance; and C) Review union proposals to "cost out" impact on the agency, determine negotiability of union proposals.

GS-12

To qualify for this GS-12 position, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service. Examples of minimum qualifying specialized experience equal to the GS-11 level include performing the following types of tasks on a regular and recurring basis: A) Advise supervisors and managers on how to efficiently address issues of workplace misconduct and poor performance; and B) Advise personnel on leave program benefits and entitlements such as Paid Parental Leave and the Voluntary Leave Transfer Program; and C) Issue internal human resource office recommendations to clarify confusing guidance and alleviate other potential or existing problems.

GS-11

To qualify for this GS-11 position, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-9 level in the federal service. Examples of minimum qualifying specialized experience equal to the GS-9 level include performing the following types of tasks on a regular and recurring basis: A) Review complaints or grievances; perform fact-finding; and advise management on the preparation of disciplinary and adverse action, grievance, and appeal letters; B) Advise personnel on leave program benefits and entitlements such as Paid Parental Leave and the Voluntary Leave Transfer Program and C) Discuss the soundness of the case with managers and supervisors, drawing comparisons to past practices, applicable laws, regulations, and case law.

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree.

OR

Combination of Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.


CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible applicant with the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. In addition, a well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.

A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position. This vacancy may be used to fill multiple vacancies depending on the needs of the Agency.

After the advertisement closes, a subject matter expert will review your application package to ensure you meet the job and eligibility requirements, including the education and/or experience required for this position. If you meet the minimum qualifications stated in the vacancy announcement, we will compare your resume, optional cover letter, and supporting documentation to your responses on the scored occupational questionnaire (True/False, Yes/ No, Multiple Choice questions) and place you in one of three pre-defined categories. If your resume does not reinforce your responses to the online assessment questionnaire, it will affect your eligibility for further consideration. Under Delegated Examining (All U.S. Citizens) procedures, these categories are Gold (90 points or more), Silver (80-89 points), and Bronze (70-79 points).
