Help

IT Expert in Digital Identity Modernization

  • Engages with smaller and/or less complex customer agencies to develop digital identity modernization plans based on IT policies, practices, services, and strategies based on laws, regulations, business needs, and user needs.
  • Consults with stakeholder partners to refine and translate functional requirements into informal, plain-language descriptions and/or explanations of software features (i.e., user stories) and technical specifications. Develops user-centered requirements, specifications, and/or user stories for projects that meet administrative and operational business requirements.
  • Provides expert technical advice, guidance, and recommendations to management and other personnel on critical IT issues, applies innovative practices to solving problems, and makes recommendations that help inform IT policies, plans, and/or products of customer agencies. 
  • Serves as an IT advisor in applying analytical processes to the planning, design, and implementation of new and improved IT products or services to meet the business requirements of customer organizations.

Relationship Management

  • Ensures that agency customers are fully engaged members of teams and helps them manage expectations with their stakeholders. Provides agency partners expert, comprehensive, accurate, and sound technical IT advice.
  • Evaluates proposed projects and/or other work assignments for effects on, risks to, and alignment with agency, program office, and stakeholder goals. Ensures IT projects are completed and products delivered on budget and within scope.

IT Project Leadership

  • Helps maintain alignment with the goals of engagement and communicates effectively with team members to support management/leadership, team members, and stakeholder communication and creation of project visions in terms of clarity and consensus of purpose, execution, and completion.
  • Evaluates IT project management metrics using frameworks around user needs, resource prioritization, and program management. Defines proper metrics with project teams to monitor and evaluate project success and impact.

The GS-14salary range starts at $122,198.00 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. 

Applicants applying for the GS 14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS 13 level in the Federal service as described below:

IT Specialist competency requirements: 

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant investigates and evaluates “state of the art” technology of the industry. 
  • Customer Service - This skill is generally demonstrated by assignments where the applicant confers with users to evaluate the effectiveness of, or identify the need for, computer programs or management systems. 
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant persuades others to take a particular course of action or to accept findings, recommendations, changes, or alternative viewpoints
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant identifies and accommodates technology and resource constraints.  

Specialized experience requirements: Specialized experience for this role is defined as:

  • Experience applying IT principles, strategies, and/or processes to accurately represent customer requirements, present recommendations for adoption of new methodologies, and lead implementation of IT service activities.
  • Experience collaborating across organizations to build strategic relationships, achieve common goals, and to resolve sensitive issues resolving critical IT issues.
  • Experience formulating briefings, findings, recommendations, project papers, status reports, and/or other correspondence to foster understanding and/or acceptance to higher authority and other stakeholder audiences.
  • Experience implementing program and/or project goals to enhance decision making regarding how technological changes impact customers.
  • Experience applying qualitative and/or quantitative methods for assessing and improving the effectiveness of IT modernization strategies and tactics.

  3. Expert skill in collaborating across boundaries to build strategic relationships, achieve common goals, and resolve sensitive issues.
  4. Applying IT project management principles, methods, and practices, including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments sufficient to accomplish assignments involving development and definitive interpretation of guidelines (e.g., regulations, policies), procedures, and strategies governing the planning and delivery of IT products and services throughout customer agencies.
