Summary

The Solution Delivery Services (ADE), Quality Management Division is looking to add Quality Specialist to our Quality Operations Branch. The incumbent will primarily be responsible for ensuring that ADE products are suitable for their intended purposes, meet all agreed upon requirements, are implemented securely per FAA cybersecurity and privacy requirements, and operates to customer expectations.

The incumbent will also perform multiple, varying and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced technical specialist. Instead, the incumbent will act as the principal technical specialist or as a project manager or team leader for large work activities. In addition, the incumbent will often be called upon directly by leadership to brief stakeholders, leadership and executives to ensure they remain abreast of key projects’ critical issues and statuses.

If you are selected for this position; your duties will include, but are not limited to:

  • Frequently using modern structured Project Management approaches such as Agile / Scrum, PMI techniques and/or equivalent, frequently meet with Business Partners / Stakeholders to understand their vision, elicit project requirements, plan activities, define / review / approve deliverables, manage backlog, develop & deliver written & verbal communication of plans, status & issues.
  • Leveraging Software Development Lifecycle (SDLC) / DevSecOps-like methodologies such as Kanban, Scrum, DevOps, Rapid Application Development (RAD), 12 Factor or Test Driven Development (TDD), and Low/No Code technologies, to ensure the project team follows a pre-defined, agreed upon, cost-conscious and time-sensitive development process.
  • Collaborating with peer groups across the IT organization, and Agency to ensure the necessary agreements, processes and support mechanisms are developed, implemented and sustainable for successful operations. This would require interfacing with our Cyber Security, Privacy, Business Partnership Management, Enterprise Licensing, Acquisitions, Legal, Infrastructure & Operations, Enterprise Program Management Office, Human Resources and various aviation Business Partner program offices.
  • Leading the assessment of solution options, packaging them and presenting them to our Business Partners requirements. This includes having extensive knowledge and understanding of all of the various service offerings across our IT organization and how to engage and collaborate with the various groups to evaluate those options.
  • Working with the ADE Business Office, Contracting, Acquisitions and service provider(s) to formulate Statements of Work (SOW), Agreements and Rough Order of Magnitudes (ROMS) to ensure they correspond to Business Partner needs.
  • Leading the development of processes necessary to mature operations.
  • Frequently called upon directly by leadership to provide status, raise priority, remediate issues, fast-track and brief on key initiatives they are leading.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I / FG/GS-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized Experience is: Experience leveraging project or product-management methodology to oversee complex software development projects in an agile manner.
