Help

The incumbent, in conjunction with the EEO Program Manager, executes the Equal Employment Opportunity Program for AVAHCS that provides Equal Employment consulting to managers at all levels, concentrating on systemic equal employment opportunity problems as well as on individual problems and provides program direction and guidance in the areas of affirmative action, diversity and complaint resolution. The incumbent must exercise a moderate degree of judgment in analyzing and recommending solutions to problems and in establishing priorities and direction for the program to ensure positive outcomes. Duties included but not limited to:

  • The incumbent serves as the liaison between the Office of Resolution Management, Diversity and Inclusion (ORMDI) VHA EEO/Affirmative Action Offices, and General/Regional Counsel Offices regarding EEO complaints and other related program aspects.
  • The incumbent oversees the daily operation and implementation of the agency Special Emphasis Program (SEP) and multi-year affirmative employment plans for minorities, women, individuals with disabilities, and under represented groups.
  • The incumbent provides advice and assistance during the post investigative stages (i.e. hearings, appeals, and compliance phases) for each formal complaint. This includes working with EEOC staff, Regional Counsel Staff, Office of General Counsel, Office of Employment Discrimination Complaint Adjudication, as well as local executives, managers and supervisors.
  • The incumbent participate in for developing maintaining a diversity management program which at the minimum includes workforce analysis; identification of any under representation in major occupations compared to the Relevant Civilian Labor Force (RCLF); identification of approaches for targeted recruitment; coordination with Human Resources and managers to incorporate these recruitment needs in the Human Capital and other strategic plans; coordination with Human Resources, managers, and other organizations to accomplish the needed recruitment; identification and solution of barriers to underrepresented groups; and developing proposed solutions to the concerns within management control.
  • The incumbent aids in ensuring the mandated Prevention of Workplace Harassment/No Fear training is completed within 90-days of initial hire and every 2 years thereafter.
  • Performing EEO duties including conducting consultations, document processing, correspondence drafting, investigation of complaints; and data entry via Microsoft Suite and other applicable software.
  • Performing EEO Special Emphasis Program (SEP) duties including conducting events both virtual and physical, facilitating Diversity Advisory Committees, community engagement via associated stakeholders, and employee engagement.
  • Presenting training designed to prevent unlawful discrimination and reduce complaints in the federal sector.
  • Providing advisory services to agency staff on policies, procedures, laws and regulation specifically related to the federal EEO complaint process, reasonable accommodation, special emphasis programs;
  • Negotiating complaint resolution.
  • Conducting program evaluation to determine EEO effectiveness in an organization;
  • Resolve complaint cases;
  • Analyze and interpret pertinent documents;
  • Advising management of routine requirements and goals to enhance employment opportunities to develop a diverse workforce.
Work Schedule: Monday - Friday; 08:00am - 4:30pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/01/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in advising managers and supervisors on Equal Employment Opportunity principles, laws, regulations and policies; receiving and processing formal complaints of discrimination to include acceptance and dismissal decisions; providing input to management; consulting with stakeholders to explain special emphasis programs and develop awareness of responsibilities; and identifying Equal Employment Opportunity concerns to assist management in determining causes and developing strategies for resolution.

This position have a Selective Placement Factor and must be met additional to time in grade and specialize experiences to qualify for this position: Must have background and experiences with the Special Emphasis Program (SEP).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Regular and recurring work involves sitting at a desk, and sitting in conferences and meetings, except for occasional visits to other work sites. Occasional use of an automobile and public conveyance is required. No special physical exertion is required.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
