Duties

Help

Serving as a Emergency Management Specialist GS-0089-9/11 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Emergency Management & Continuity Branch (EMC), under the Mission and Support Readiness Directorate (MRSD) and located in North Charleston, South Carolina.

The primary purpose of this position is to manage portions of the EMC program and report to the Chief EMC.

Typical duties include:

  • Supporting the development and implementation of portions of the FLETC enterprise-wide EMC program and its elements in support of emergency management and continuity activities.
  • Implementing enterprise-wide EMC performance measures; measuring and analyzing the performances of the enterprise level of the FLETC EMC program efforts.
  • Assisting in the evaluation of compliance with all higher-level guidance including directives, regulations, best practices, statutes, and laws as appropriate for FLETC operations.
  • Maintaining effective working relationship with OSPR personnel; members of other FLETC Offices, Directorates and Programs; the Partner Organizations (POs); and Emergency Management/Preparedness and Continuity counterparts at DHS and other Federal, State, and local agencies and organizations.
  • Supporting activities for the development, implementation, and management of portions of the FLETC EMC program.
  • Assisting in the development of EMC- related policies and programs.
  • Managing and coordinating the completion of taskings and functions within the EMC.
  • Ensuring effective coordination occurs between the EMC and the other various FLETC programs, as well as all applicable FLETC stake holders.

Specialized Experience:

For the GS-09:
You qualify for the GS-09 grade level if you possess at least one year of specialized experience equivalent to at least the GS-07 in the federal service assisting with assessing, inspecting, or evaluating emergency management processes, plans, standard operating procedures. -OR-

Successful completion of a master's or equivalent graduate degree -OR-

2 full years of progressively higher-level graduate education leading to such a degree, OR LL.B., or J.D., from an accredited college or university that is related to the work of the position to be filled. Please provide a copy of your transcripts.-OR-

An equivalent combination of successfully completed graduate level education obtained from an accredited college or university that is directly related to the work of the position and specialized experience. Only graduate education in excess of the first 18 semester hours may be used. Please provide a copy of your transcripts.

If this position is filled at the GS-09 grade level, you may be non-competitively promoted without further competition when the supervisor determines that the duties of the higher grade level are being performed and all regulatory requirements have been met.

For the GS -11: You qualify for the GS-11 grade level if you possess at least one year of specialized experience equivalent to at least the GS-09 in the federal service assessing, inspecting, or evaluating emergency management processes, plans, standard operating procedures, or guidance for compliance with established emergency management directives, regulations, policies, civil rights laws, standards, and guidance. -OR-

Successful completion of a Ph.D. or equivalent doctoral degree, OR 3 full years of progressively higher-level graduate education leading to such a degree, OR LL.M., from an accredited college or university that is related to the work of the position to be filled. An equivalent combination of successfully completed graduate level education obtained in an accredited college or university that is directly related to the work of the position and specialized experience. Only graduate education in excess of the first 36 semester hours will be combined with the specialized experience. Please provide a copy of your transcripts.

Physical Demands: The work is primarily sedentary. Some work may require walking and standing in conjunction with travel and attendance of meetings and conferences away from the work site. Driving a vehicle may be required. Trips to other elements with the organizations are routine and trips to other government agencies or contract sites may be required. Intense concentration and performance of duties at maximum capability are required to meet deadlines. No special or out of the ordinary physical effort is required.

Work Environment: Work is normally performed in an office setting where no unusual safety precautions are required. However, during emergencies and natural disasters, working conditions may be austere. The work area is adequately lighted, heated, cooled and ventilated. The employee, however may spend time in government, private and/or public transportation.

Comprehensive Studies, Management Programs and Functions, and Qualitative and Quantitative

The first assessment will consist of skilled-based questions designed to evaluate the degree to which you possess the skills needed to perform the duties of the positions being filled. These questions are scored, and you must score at least 85 out of 100 points in order to be evaluated in the second assessment.

The second assessment will be a SME Q&A Session. Applicants who score a minimum of 85 on the assessment questionnaire will be evaluated to further assess an applicant's technical proficiency as it relates to the position.   3. Qualified: Applicants possessing experience that meets the minimum qualifications of the position and demonstrate basic proficiency in most of the critical competencies, including all SPFs and appropriate QRFs as determined by the job analysis.
